About this file
These are Statements of Work for repair and modification services of F/A-18E/F and EA-18G flight control surfaces for the U.S. Navy. Five separate SOWs are included covering: Horizontal Stabilizers (H-Stabs), Outboard Leading Edge Flaps (OLEFs), Inboard Leading Edge Flaps (ILEFs), Ailerons, and R1 Trailing Edge Flaps (TEFs).
Each SOW defines requirements for induction, teardown/evaluation, First Article Inspection, repair scope determination, and actual repair and modification of unserviceable components classified as "F" Condition retrograde. Components must be inducted with Scheduled Removal Component (SRC) cards documenting flight hours; units exceeding component flight hour limits (5,900 CFH for H-Stabs, OLEFs, ILEFs, and Ailerons; 5,400 CFH for R1 TEFs) shall not be inducted. The contractor must perform comprehensive teardown and inspection tasks including visual inspections, nondestructive inspections (C-Scan ultrasonic, X-Ray, eddy current, MAUS), documentation of previous repairs, and evaluation of technical directives. Standard repairs address damage from normal Navy operations and maintenance, while Over and Above Repairs (OAR) involving significant abnormal damage require separate pricing proposals and authorization before proceeding. All repairs must incorporate applicable Technical Directives, achieve Ready For Issue (RFI) condition, and comply with released FST Engineering, OEM-approved, and Government-approved repair procedures. The contractor must maintain quality systems meeting ISO 9001 and SAE AS9100, utilize Government/OEM-approved NDI equipment and methods, establish purchased material control systems, maintain configuration management per MIL-STD-973, prepare engineering dispositions with stress/fatigue analysis under NAVDER authority (MINOR and MAJOR disposition classifications), and route nonconformances requiring approval to DCMA Quality Assurance and Engineering. Beyond Physical Repair (BPR) and Beyond Economical Repair (BER) determinations require Government disposition, with BER applicability triggered when repair costs exceed 80% of replacement price per the BOA Contract Exhibit A or when economic viability is questionable. SRC cards must be completed and submitted to CMIS.gm.fct@navy.mil upon completion, and all components must be preserved, packaged, and shipped per Government specifications with retention of original shipping crates.
