About this file

This document is Addendum 13 to the Rented Equipment Invitation to Qualify (REITQ) solicitation issued by the Pennsylvania Department of Transportation (PennDOT). The addendum announces changes to the REITQ procurement process, including the implementation of a new e-Procurement website where vendors can apply to the REITQ, bid on Rented Equipment Requests for Quotes (RFQs), and update their vendor profiles. Current REITQ vendors are responsible for accessing the e-Procurement site and validating their profiles. The addendum also notes that PennDOT expects to transition to the e-Procurement system on December 5, 2022, after which the current REITQ process will be discontinued.

The REITQ solicitation is an ongoing procurement opportunity that allows vendors to qualify to provide various types of rental equipment, with or without operators, to PennDOT in identified counties across Pennsylvania. The initial enrollment period was from December 1, 2016, through March 22, 2017, and an open enrollment period will continue until June 30, 2027, during which vendors may seek to become qualified suppliers at any time through the e-Procurement website.

Date: 12/2/2022 Subject: Rented Equipment Invitation To Qualify (REITQ) Solicitation: 3516T01 Due Date/Time: 6/30/2027 Addendum Number: 13

To All Suppliers:

The Commonwealth of Pennsylvania defines a solicitation “Addendum” as an addition to or amendment of the original terms, conditions, specifications, or instructions of a procurement solicitation (e.g., Invitation for Bids or Request for Proposals), including but not limited to questions and answers, which are considered a material part of the solicitation.

Addendum #13 does the following:

The Pennsylvania Department of Transportation (PennDOT) has enhanced the Rented Equipment Invitation to Qualify (REITQ) procurement process to include the following:

1. A new website, e-Procurement has been established for new vendors to apply to the REITQ, for current vendors to bid on Rented Equipment Requests for Quotes (RFQs) and for vendors to update profile information.

2. Vendors can update REITQ profile information such as counties of interest, equipment, and contact information. Current vendors are responsible to access e-Procurement and validate their REITQ vendor profile.

3. The hyperlink “How to submit an REITQ Proposal” has been updated and replaced with “How to submit an REITQ Proposal in e-Procurement.”

PennDOT expects to transition to eProcurement on December 5, 2022. Until that date, all current processes will remain the same.

Except as clarified and amended by this Addendum, the terms, conditions, specifications, and instructions of the solicitation and any previous Addendum(s), remain as originally written.
