FEMA Region I Federal Regional Center (FRC) Communications Center Asbestos Abatement and Electrical Upgrade Project v1.1 28 July 2020

PROJECT TITLE:

The title of this project is “FEMA Region I Federal Regional Center (FRC) Communications Center Asbestos Abatement and Electrical Upgrade Project”.

BACKGROUND:

The work required within this Statement of Work (SOW) is part of a larger update project for the CC that is designed to bring Rooms 209 and 210 up to modern safety standards as well as to match current operational demands and technology requirements.

FEMA is looking to abate known Asbestos in the FRC Communications Center (CC, contains Rooms 209 and 210). After abatement has been completed the contractor will install new walls where required and update the electrical service in the CC.

Asbestos testing was recently conducted on the walls within the CC (Rooms 209 and 210) and the results were used to develop this statement of work (Attachment A).

EXPECTATIONS:

Prior to commencement of work under this contract, the contractor shall confer with the Contracting Officer’s Representative (COR), the COR’s designated representative, and other concerned parties to agree on a sequence of procedures; means of access to premises and building; space for storage of materials and equipment; delivery of materials and use of approaches; use of corridors, stairways, elevators, and similar means of movement; location of partitions, eating spaces, and restrooms for contractor employees; and the like.

The contractor shall furnish all materials, labor, equipment, training, transportation and personnel necessary to accomplish Asbestos Abatement tasks in accordance with FEMA provided drawings and specifications, and this statement of work. FEMA will provide an asbestos sampling summary report (Attachment A) for Rooms 209 and 210.

The contractor shall be responsible for providing all work site protective barriers and site control devices. This includes but is not limited to protective fences, protective tapes, and protective signage. All temporary outages of any utility services required for the performance of work shall be scheduled in writing with the COR no less than five (5) working days in advance of such outages.

SCOPE:

The scope of this project includes four distinct phases for FEMA planning purposes; however, the contractor may change the phases as required and with approval from the COR. A timeline must still be provided for the project by the contractor that outlines a through and methodical approach to the completion of the work contained within this SOW.

Phase 1 – Removal of Existing Electrical Service in Rooms 209 and 210.

Room 209: Due to the age and varying stages of updates that have been completed over the years to the electrical service in Room 209, FEMA is requiring the electrical service in this room to be replaced in its entirety. The contractor is responsible for removing the electrical service within the room up to and including the service panel.

Ancillary systems to include suppression system controls (the suppression system is in Room 210, controls are in Room 209), existing ceiling lighting, backup lighting, exit signage, etc. are to be disconnected from service as necessary to allow for updating of the electrical infrastructure.

Within Room 209 there is a lighting filter that is no longer required; however, it is still in use. This is to be bypassed and removed during this phase of the project and will not be replaced.

Room 210: All the service receptacles on the lower portion of the walls within this room are to be removed. There are two high power HF radio stop buttons in this room and the one furthest from the door is to be removed from the room (it will not be replaced).

Phase 2 – Abatement of Known Asbestos in Rooms 207, 209, and 210.

All existing Asbestos within Rooms 207, 209, and 210 are to be either encapsulated or abated following applicable asbestos handling standards and safety precautions relating but not limited to constructing, altering, repairing, maintaining, or renovating asbestos-containing structures or substrates. In addition, the contractor is responsible to follow all asbestos handling standards and safety precautions relating but not limited to transporting, disposing, storing, containing, and housekeeping involving asbestos or asbestos-containing products on a construction site.

Room 207: Encapsulation is to be conducted on an approximately 3-foot by 9-foot floor tile section. Encapsulating flooring tiles to be installed by the contractor will be similar in construction and appearance to the existing flooring.

Room 209: Abatement of all known asbestos as shown in Appendix A, Figure 1.

Room 210: Abatement of all known asbestos as shown in Appendix A, Figure 2.

Phase 3 – Demolition of Non-Asbestos Walls (Room 209) and Construction of New Walls (Rooms 209 and 210).

Room 209: The existing wall acoustic tiling is to be removed on the upper half of the walls that were not Asbestos positive to allow for construction of a new uniform wall from subfloor to ceiling. The face of the wall will be constructed with a minimum of ½” sheetrock. No new wiring will be contained behind the sheetrock.

Room 210: A new wall will be constructed only in the locations that were mitigated during Phase 2 of this project. The face of the wall will be constructed with a minimum of ½” sheetrock. No new wiring will be contained behind the sheetrock.

Paint and trim in Rooms 209 and 210 should be a close match to the colors and trim that is used in Room 204. The contractor will provide the COR proposed colors and trim prior to this phase of the project for COR selection.

Phase 4 – Installation of New Electrical Service in Rooms 209 and 210.

Room 209 (Appendix A, Figure 3): New electrical service for this room will be installed as demonstrated in Figure 3. Final location dimensions will be provided by the COR prior to the start of this phase of the project. A new service panel will be installed allowing for a minimum of 25% future expansion in power requirements while still minimizing wall space to the best extent possible. Switches for the overhead lighting will be installed to operate in the same manner as currently operating. The emergency stop button for the high-power HF radio system will be wall mounted in a location to be provided by the COR as referenced in Appendix A, Figure 3.

Room 210 (Appendix A, Figure 4): New electrical service for this room will be installed as demonstrated in Figure 4 and ONLY on the lower half of the wall that was removed for remediation with exception to a single outlet that is to be installed for a new AV equipment cabinet (The AV cabinet installation is not within the scope of this project). The new AV cabinet installation will require a single L5-20P female connection on a dedicated 20-amp circuit, mounted on U-channel suspended above the proposed rack location. This installation will conform with the other L5-20P receptacles in the room.

RESPONSIBLITIES AND REQURIEMENTS:

It is the contractor’s responsibility in their proposal and execution to ensure compatibility with the existing CC faraday cage, electrical system, suppression system, backup lighting, and all other requirements within that area of the facility.

Normal Operating Hours: Normal work hours will be agreed upon between the contractor and the COR during the initial meetings. Core work hours will exclude Federal Holidays and weekends. Requests for exemptions must be in writing to the COR.

The following federal holidays are observed: New Year’s Day, Labor Day, Martin Luther King Jr. Day, Columbus Day, Presidents’ Day, Veterans’ Day, Memorial Day, Thanksgiving Day, Independence Day, and Christmas Day.

Meetings: Progress meetings shall be held (frequency determined by the CO/COR), between the contractor and the Government to discuss work progress, problems and potential modifications.

Contractor shall perform a site visit within 2 weeks of award with local point of contact to ensure full understanding of the requirements and any engineering challenges before purchasing equipment or starting construction. Contractor shall inform and coordinate with the FEMA COR project timelines. The CC is a vital capability within FEMA Region 1 response capability. As such, once construction starts, all work within the CC must be completed within a two-week timeframe.

Test and Evaluation Contractor shall test on-site all wiring, equipment and operation. Contractor shall properly mark all electrical circuits to include panel and receptables.

Acceptance and turnover:

After acceptance testing with FEMA AV, contractor will provide training to FEMA AV technical staff and user training to Facilities users. This training will include printed screen grabs of control screens and operations manual for users to reference.

Deliverables and Delivery Schedule:

Within two weeks of the site survey a project management plan should be delivered with preliminary install dates.

Deliverables include at a minimum (within 30 days of completion):

1. Asbestos remediation report outing the areas that were remediated and encapsulated and the methods used.

2. Electrical as built drawings.

3. Room as built documentation.

4. Minimum 1 warranty on the craftmanship of all work conducted within the scope of this SOW.

Place of Performance:

All work will be completed in FEMA conference Rooms 204, 206, 207, 208, 209, and 210 at 63 Old Marlboro Rd, Building A, Maynard, MA, 01754.

Period of Performance The period of performance will be 60 days from award.

Security:

The work related to this project will be unclassified. The Contractor will adhere to the FEMA Headquarters rules for visitors. Visitors will have restrictions applied to being at the FEMA Region1 FRC to include justification for their visit and escort requirements. The Contractor will provide the designated Contracting Officer Representative (COR) with a list of employees who will need access to the facility no later than ten (10) business days after award. This will ensure all forms are processed in a timely manner.
