FEMA REGION I

DISASTER EMERGENCY COMMUNICATIONS

Request for Non-Contact Cost Estimates

Purpose

In this unprecedented time of the Coronavirus Pandemic, onsite meetings with vendors may not be possible. This document intends to facilitate the creation of non-contact cost estimate from vendors based on room dimensions, descriptions, and pictures.

As part of a Communications Center refresh and renovation at the Federal Regional Center (FRC) in Maynard, MA, the Region I Disaster Emergency Communications (DEC) Team is seeking a cost estimation for asbestos testing and abatement in the areas outlined in this document.

There are areas in this location where materials used in construction are unknown and may consist of asbestos materials. Other areas are already of known asbestos construction. As such, this mitigation project will be achieved in two phases requiring two estimates.

Phase 1- Testing: To ascertain the actual make-up of the suspected materials, Phase I will consist of test-sample gathering and analysis of materials suspected of containing asbestos material.

Phase 2- Abatement: The results of Phase 1 testing, in addition to known existing asbestos material, will be used to determine the size and scope of the abatement quote. *Accurate cost estimates of the abatement phase cannot be reasonably made until the total scope of contaminated material is known.

Description of Area and Work Required

Room 204 Operations Area

Testing and analysis of old floor tile glue/mastic which may contain asbestos. This glue is the remnants of an old removed floor that it currently below a raised server room style drop floor. It may or may not contain asbestos, but mastic used during construction in this time-period often did. Testing is needed to determine this. Abate if required.

· The room measures 20’x 43’

· Test mastic sample as part of Phase I.

· Abate material in Phase 2 if confirmed by testing.

Room 207 Radio Shop

Abatement or encapsulation of floor tiles of known asbestos construction.

· The area is 9’ x 19 inches.

· Abate as part of Phase 2. Not included in Phase 1.

Room 209 Communications Room

The walls in this area are half covered in material with known asbestos content (lower area) and half of unknown asbestos content (upper area).

· Phase 1- Test upper area for asbestos content.

· Phase 2- Abate areas with asbestos. (Lower only or both halves)

· This room measures 20’ x 26’.

· Upper white area:

· Unknown material

· Height: 41 inches

· Lower gray area;

· Asbestos material

· Height: 48 inches

Room 210 Equipment Room

Same construction as Room 209. The walls in this area are half covered in material with known asbestos content (lower area) and half of unknown asbestos content (upper area).

· Phase 1- Test upper area for asbestos content.

· Phase 2- Abate areas with asbestos. (Lower only or both halves)

· Communications equipment in this room must be carefully protected and wrapped during construction.

· This room measures 18’ x 24’.

· Upper white area:

· Unknown material

· Height: 41 inches

· Lower gray area:

· Asbestos material

· Height: 48 inches

· Walls in this area are similar to these:

Areas included for testing in Phase 1- Sample and Analysis:

· Room 204- Old floor mastic under drop-floor.

· Room 209- White material used on upper half of the walls.

· Room 210- White material used on upper half of the walls.
