About this file

This document is a Request for Proposal (RFP) #2026-003 issued by Mt. San Antonio College (Mt. SAC), a single-campus California community college district serving over 50,000 students, for comprehensive refrigeration maintenance services. The college seeks a qualified contractor to provide preventative maintenance for refrigeration equipment located across multiple campus buildings, including walk-in coolers and freezers, reach-in refrigerators, ice machines, and other commercial refrigeration units. The contract will be a five-year agreement starting October 1, 2025, with two scheduled inspections per year for each piece of equipment. Key dates include a mandatory pre-proposal meeting on July 28, 2025, proposal submission deadline of August 11, 2025, and a recommendation for award on September 10, 2025.

The pricing and evaluation will be based on a points-based system across four key criteria: experience and qualifications (30 points), proposal quality (20 points), pricing competitiveness (35 points), and local representation (15 points). Proposers must submit hourly rates for standard and emergency repair work, with prices to remain firm for the first contract year and potential annual adjustments thereafter based on the LA/Riverside Consumer Price Index. The college reserves the right to request proof of costs for any additional work and requires contractors to disclose markup percentages for parts and materials. Successful contractors must comply with prevailing wage laws, maintain a drug-free workplace, and adhere to non-discrimination policies.
