14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
The purpose of this amendment is change the eligibility requirements, date for questions and survey instructions, and extend the proposal receipt date.
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

1. Add the following to the cover letter:
• Another Systems presentation for potential offers may be presented based on interest.
Interested parties shall contact Katharina Washington, Katharina.Washington@HUD.gov on or before Friday, May 30, 2008.
• Materials presented during the May 14-15, 2008 Pre-Proposal Conference are attached.
2. Change the cover letter, Section C.1, and the Section L INTRODUCTION to read, “… An eligible Offeror under this solicitation shall demonstrate that it meets the following requirements:
• It is a federally-chartered bank or a state-chartered bank or trust company regulated by the Federal Reserve System or the Federal Deposit Insurance Corporation.
• It will conduct all substantial operations under the contract within the fifty (50) United
States and the District of Columbia, as determined by HUD.
Failure to satisfy these two requirements shall render Offeror’s proposal ineligible for further consideration…”
3. Change paragraph L.6 to read, “… Questions received without this information may not be answered. It is requested that all questions be received by June 16, 2008 to allow the Government adequate time to prepare and issue responses so that Offerors can use the information to prepare their proposals. The Government will continue to accept questions up to the closing date and time set for receipt of proposals; however, time may not permit responses to questions received after June 20, 2008…”
4. Change paragraph L.7 to read, “…Proposals must be submitted no later than July 7, 2008 at 12:00 Noon local time…”
5. Change paragraph L.13.2 to read, “…The Contractor shall send the survey (Section J, Attachment 4) to each reference listed in Attachment 2 and request that the completed survey is sent by the reference directly to the Contracting Officer on or before June 20, 2008. Surveys received after July 7, 2008 may not be evaluated…”
