Currently, there are 5 users that have access to the Master Agreement Database. The number of transactions per day is minimal.

The Master Agreement database uses Visual FoxPro (VFP) Version 6, VFP framework- Flash Mgt third party software. The licenses are not transferable.

GMBS is a module of the IPMS system with data transfers nightly.

For this contract the imaging equipment is owned by the incumbent contractor.

Ginnie Mae is developing a RMS through another contract. PPA images must be maintained under this contract by the offeror.
There are no plans at this time to incorporate the PPA records.
372 C.3.02 How many archived images that are stored currently?
Currently, there are 1250 CDs containing in excess of 11 million images.
373 C.3.02 Are the archived images purged or moved to off-site or COLD storage?
Archived images are purged into separate CD cartridges with an index of the images contained. The CDs are sent to offsite storage.
374 C.3.02 What imaging software is required and what are the licensing requirements?
Ginnie Mae does not require a particular imaging software. The incumbent contractor uses Liberty software. The license is fee based and transferable.
375 C.3.02 Please provide the requisite service level agreements ( transaction processing speed, report generation speed, batch processing) for Central Registry (GMBS)
There are no SLAs for IPMS (Central Registry is a module of IPMS). Please refer to RFP for specific timelines for processing.
376 C.3.02 Please provide hardware deployment information (servers, firewalls, etc) for Central Registry (GMBS) - across dev, qa and prod environments.
Also mention any special requirements such as failover, load balancing, replication, etc
The Offeror has to define transition activities related to hardware deployment, failover and replication as part of the response to the RFP. The transition cannot disrupt Ginnie Mae operations.

IPMS is moderate. The Central Registry is not evaluated separately from IPMS.

We do not have separate system utilization statistics for the Central Registry.

Currently data is archived nightly for IPMS.There are not separate requirements for the Central Registry.

IPMS, which includes the Central Registry, is currently available to Ginnie Mae 7am to 6pm Eastern time.

Currently for IPMS (and Central Registry) which is a module of IPMS), there are approximately 155 DB2 tables organized in four table spaces. These tables take up 125,000 tracks. There are approximately 50 main VSAM files and the total allocation for VSAM and flat files is about 3.8 million tracks. There are 1311 modules in Endevor, 260 of which are online screens.

Currently for IPMS, there are 54 transmissions using combination of Network Data Mover (NDM) and Bulk Data Transfer (BDT). Central Registry module is a component of IPMS.

For IPMS (Central Registry is a module of IPMS), the average number of non-system transactions per day in June is 4,535. The peak number (on June 3) was 11,177. Daily average response time is less than 0.15 seconds.

There are no growth statistics for the Central Registry. There are currently less than 100 user ids for IPMS for Ginnie Mae and contractor staff.

IPMS, and the Central Registry, which is part of IPMS, has no performance issues.

IPMS is a legacy COBOL/DB2 application that will be rewritten in FY 09 and FY 10 to utilize more current technology. Legacy source code documentation is available in the Ginnie Mae reading room.

IPMS (and Central Registry) which is a legacy system will begin to be rewritten in the next 12 months.

391 C.3.02 (d) The RFP includes a requirement for CMMI Level II certification within 5 months of contract award.
For CMMI Level II to be achieved, there has to be evidence from the project that the CMMI level II processes have been implemented and followed (i.e., typically 6 months of evidence). Therefore, it will not be possible to accumulate the evidence to support the CMMI level II certification within the 5 month period. Would Ginnie Mae consider changing the time period to attain the certification to be at least 6 months after the completion of the transition period?
Yes, Ginnie Mae will agree to 6 months after the transition period.
392 C.3.02 (e) The contractor is to provide biometric fingerprint technology hardware/software. Please provide any requirements or standards for the biometric fingerprint technology employed?
Ginnie Mae's biometric fingerprint technology uses the M2SYS Biometric Identification System. This technology validates all Issuer pooling submissions and all Document Custodian pool certification and recertification transmitted via web-based GinnieNET. A user's actual fingerprints are not stored; rather, fingerprint data is stored in a proprietary format unique to the M2SYS System, which uses the AES 128 bit encryption algorithm to ensure accuracy and privacy.
393 C.3.02 (e) The contractor is to provide biometric fingerprint technology hardware/software - or any other Ginnie Mae approved hardware/software to new and existing Issuers and Document Custodians for necessary processes required to support this contract. Are there any other approved hardware/software provided to Issuers and Document Custodians currently? If so, please provide a list and specifications for each.
No, there are no other approved hardware/software provided to Issuers and Document Custodians. Biometric fingerprint identification is the standard for all electronic pooling and pool certifications.
394 C.3.02 (m) It is stated that technology documentation must be maintained to support all system edits. What are the current system edits within each application, please provide documentation?
The systems edits are found in the legacy source code. The source code documentation is available in the Ginnie Mae reading room.

Yes.

Yes, a Privacy Impact Assessment has been completed for the applications covered by this RFP. This documentation is internal to HUD and Ginnie Mae. The contractor will need to adhere to all Federal and NIST guidelines. Ginnie Mae does not define how a contractor meets these requirements.

Yes, all systems have C+A packages at the time of contract award. The contractor will undergo a new C&A after award per Federal regulations and NIST standards.

All of the relevant information to create new pools and to report and disclose on all active pools each month. Updates and changes are handled through a Change Control Process.
417 C.3.03.01 What type of settlement issues occur and on what frequency?
The most common settlement issues are:
investor does not accept issuer securities or issuer provides the improper account information. Settlement issues occur infrequently.
418 C.3.04 How do we verify that fees for transfer of servicing have been paid?
Pools do not get transferred until the fees have been collected by the Contractor.

There are no subsystems. The Central Registry is a module of IPMS.
420 C.3.08.02 Please clarify the volumes (IVR/VRU vs. agent handled) associated with inquiries detailed in section?
Ginnie Mae does not have an IVR/vRU inquiry capability.
421 C.3.09.02 What is considered "other suitable formats" in addition to microfilm?
TIFF or PDF Images on CD or Hard Disk.
422 C.3.10.03 In the second paragraph (a), the RFP says, "The Contractor will be compensated under Item 0008 and if exercised Option Items 0108 and 0208 for corrections that can only be made by manual means, as approved by the GTR." How many times each year has that occurred under the current contract?
Less than five occurences.
423 C.3.10.03 What are the requirements to obtain GTR approval of a request for compensation for processing a "correction that can only be made by manual means"?
A written request to the GTR with corresponding approval.
424 C.3.11.04 What are the historical average balances on which compensation has been paid pursuant to this section?
The historical monthly average is $1700 a month.
425 C.3.11.12 What Ginnie Mae system is used to generate the payments required under SCRA? What does the file layout that is received form the MBSAA look like?
General Mortgage Backed Securities (GMBS) System, which is a subsystem of IPMS. Please see the file layout in Attachment SCCRA.
426 C.3.11.12 How and when does the PPA/CPTA receive the SCRA fund reimbursements from Ginnie Mae?
These funds transfers occurs each quarter, typically on the 7th calendar day of the month. Ginnie Mae's Office of Finance wires the funds to the CPTA for timely distribution.
427 C.3.12 Are there any physical certificates outstanding for platinum? If so, how many?
There are only Principal Only Blonds outstanding. One bond per platinum security outstanding. One bond per platinum security outstanding.
428 C.3.14(e) How is the data that is to be made available for distribution on the Ginnie Mae website loaded to the website and by whom?
The MBSAA is provided with a file to upload to the Ginnie Mae website. The MBSSA is responsible for the website.
429 C.3.14(h) What GFP system is used to perform financial analysis to calculate the amount of deferred REMIC guarantee fees necessary to cover the cost associated with the servicing of outstanding Ginnie Mae REMIC securities?

No, Ginnie Mae does not believe additional pages are necessary.
434 C.3.15.01 Can you provide more detail on the records and archives (and related retention format and period)? When?
Manual pools, master agreements, certifications, transfer of issuer are all scanned and imaged. All documents are currently archived for the life of the pool plus twenty-four years. See posted attachment named: Records Disposition Schedule 64.
435 C.3.15.01 Does the CD Rom Retrieval System, identified as GFP, meet the requirements for imaging as outlined in C.3.15.01?
Yes.
436 C.3.15.01 Storage Requirement (a) (for Imaging) says that all information provided as GFP or created under the contract needs to be readily accessible by the Contractor and the government. What is the number of employees, and locations, requiring access to images?
The incumbent's current staffing requirements are proprietary.
437 C.3.15.01 Indicates that records must be image including records associated with C3.09 (Exchanges and Transfers)? What system application are available?
There is no system application available. It is currently done through the incumbent contractor's own proprietary system.
438 C.3.15.01c The section references destruction of MBS certificates after 7 years. Section C.3..09.02 references destruction of certificates after 6 years. Is this consistent?
No. Current SEC guidelines suggest destruction after six years. Ginnie Mae will determine if cancelled certificates are destroyed after six years.
439 C.3.15.02a Please explain the use of the word "transit". "Transit" is a typographical error. The correct word should be "transmit".
440 C.3.21 Should the four references in the "Recipient" column to "Data Collection and Risk Management Agent" read "MBS Administration Agent"?
Yes.
441 H The table row beginning on Page H-2 and continuing on Page H-3 refers to "All Government owned data and files and information in any other media currently in the possession of the incumbent Contractor". If any of that data is required to be encrypted, is it encrypted? If not, will it be by the end of the current contract?
None of the data and files, except for privacy data--personally identifiable information (PII), will need to be encrypted.

446 L.12.3 Are there formalized and up to date procedures for each of the listed processes?
Operating Procedures with respect to the GFP are in the reading room. Other internal operating procedures are proprietary to the Incumbent Contractor.
447 L.7 In order to permit bidders to obtain sufficient information from HUD to prepare a competitive proposal, will you extend the current amended proposal due date of July 7, 2008?
An updated date for the closing of the Solicitation is September 29, 2008.
448 Page 2 (1) Amendment A0003 modifies Section 2.07 ( c)(3) to read: "The contractor shall provide the hardware and software to support the remaining legacy application." Should the last word of this sentence be "applications"?
The word application is correct. IPMS is a series of modules.
449 Page 2 (1) In Amendment No. A0003 - "1. Change paragraph C.2.07 (c) (3)" - It seems that the new version of GinnieNet will not be completely implemented. Is it assumed that the contractor will need to complete the changes to GinnieNet as part of the BPI activities to be designed and developed during the base period of the contract?
No. GinnieNET changes to support the BPI that are currently planned will be implemented prior to the base period of this contract. Future enhancements will be the responsibility of the contractor going forward.
450 Page 2 (1) In Amendment No. A0003 - "1. Change paragraph C.2.07 (c) (3)" - We understand that all of the software applications for the remaining legacy systems will be included, but not the hardware. Please provide a list of all of the existing hardware and software requirements to run the remaining legacy systems.
See Attachment A and B posted previously in Amendment A007.
451 Page 2 (1) Will the configuration specifications of the hardware (that will not be provided to the contractor) be made available (e.g. operating system specifications)?

No. All tax reporting and disclosure requirements related to REMIC Securities are the responsibility of the REMIC Trustee.
453 C.3.14 (n) Does the incumbent contractor:
1)currently maintain & reconcile the account on a monthly basis?
2)verify the FRBNY has been funded by the trustees?
3)provide balance reports to Ginnie Mae?
How often do funding requirements exist?
Yes, over the past two years there has been three incidents of a shortfall. In all cases, the trustee involved subsequently funded the shortfall on the payment date.
454 C.2.02(a) How many approved Issuers are there for Ginnie Mae II?
Less than 200
455 B.5 Are there functional requirements and tasks for which the offerer is expect to provide systems not currently in use or provided by Ginnie Mae?
No. However, Ginnie Mae business needs may change over time.
456 B.5 Please cross reference each RFP task by system used and identify those supported by non-Ginnie Mae systems.
ACH funds transfer network; Fedwire interface are the incumbent contractors application proprietary system. The incumbent contractor may have other proprietary system that they use in performing the work. See additional information posted to the HUD website on 5/31/08 and the Pre-conference presentations.
457 C.3.08.01 Please provide documentation regarding the detailed functions GMBS performs and supports.
Potential Offerors have been given sufficient information on what systems will be provided as GFP and the functions they perform.
458 C.2.07 (c )(3) What type of testing is planned for the BPI implementation? Please provide the test strategy and test plans.
As with any software development lifecycle, there is a unit test, a system test, integration test and User Acceptance test (UAT). The contractor performs the unit and system test.
The integration test may involve one or more contractors. The UAT would be conducted by issuers and other agents used by Ginnie Mae. The test strategy and test plans are proprietary to Ginnie Mae.

As with any software development lifecycle, there is a unit test, a system test, integration test and User Acceptance test (UAT). The contractor performs the unit and system test.
The integration test may involve one or more contractors. The UAT would be conducted by issuers and other agents used by Ginnie Mae. The test strategy and test plans are proprietary to Ginnie Mae.

Items 0002, 0102 and 0202 are described as "Process Pool Loan Packages and Issue Securities (including Immediate Pool Transfer)". 497 Item 6 of this amendment changed paragraph H.4 to read, in part, “… HUD intends to amend the solicitation to provide Offerors with a detailed list of additional hardware and software being provided to support this contract as government-furnished property, as the result of the Business Process Improvement (BPI) initiative that is ongoing. In order to have adequate coordination with the accounting firm, we would expect to have the firm engaged in advance of January 1, to insure that appropriate staffing and scheduling is accommodated. Will the government consider changing when it will notify the contractor of its SAS 70 requirement to a date which is sufficiently before the period to be reviewed so as to allow the contractor's audit firm time to plan and designate resources for the engagement?
If the new contract is awarded to a new Contractor, the existing Contractor will do the SAS 70 from July 1, 2008 to June 30, 2009.
The new Contractor will do their first SAS 70 beginning July 1, 2009 to June 30, 2010. If the Contract is awarded to the incumbent contractor, the incumbent will perform the SAS 70 from July 1, 2008 to June 30, 2009.
