The project involves designing a multi-story addition (Annex) of approximately 120,000 square feet and renovating 66,700 square feet of the existing Frank C. Mills Justice Center, with services including program verification, existing conditions analysis, schematic design, building system narratives, and cost modeling. The solicitation follows a two-step process with a Statement of Qualifications (Step I) due by August 14, 2025, followed by interviews for finalist firms (Step II), with a site visit on August 22, 2025, and interviews on September 4, 2025. The final selection and Board of Commissioners approval is scheduled for September 16, 2025.

The project is part of a mixed-use development proposed by the Downtown Development Authority of Canton, with civil design and parking deck to be provided by the DDA. The design professional will need to closely coordinate with the City of Canton and DDA, and potentially provide quality assurance and peer review for the civil engineering and parking deck design. The preliminary stated construction cost limitation is $24.7 million for courthouse renovations and $30 million for the Annex core and shell, with tenant upfit costs to be determined. The project is planned in phases, with Annex core and shell construction and parking deck planned for 2026, selected tenant upfits in 2026/2027, and renovations to the existing Mills Building also scheduled for 2026/2027.

B - SOLICITATION OVERVIEW

Design Professional Services

The General Services Agency (GSA), on behalf of the Cherokee County Board of Commissioners (CCBoC) as “Owner”, is seeking Statements of Qualification (SOQ) from architects with justice center experience, interested in providing design professional (DP) services for a project known as Project No. GSA-2025-006 Justice Center Expansion.

1. GENERAL PROJECT INFORMATION

To address the next iteration of growth at the Cherokee County Justice Center Campus at 90 North Street, Canton, GA 30144, the County seeks to undertake improvements to the Frank C. Mills Justice Center circa

1994 (Existing Courthouse) to include a new, multi-story addition (Annex), plus selected interior renovations and building system replacements.

Project Scope

The initial scope of services will include program and concept verification, existing conditions analysis, phasing plans, schematic design documents, detailed building system narratives, comprehensive cost modeling and artists renderings for an addition of approximately 120,000 square feet and 66,700sf of renovations to the existing courthouse as identified in the Justice Center Space Needs Assessment updated by the National Center for State Courts earlier this year. See Attachment 1.

The expansion of the Justice Campus is a component of a mixed-use development proposed by the

Downtown Development Authority (DDA) of Canton. Civil design and engineering for the City’s scope, as well as the Annex, will be provided by the DDA. Parking required for the Annex is proposed as a shared multi-level parking deck to be designed, engineered and constructed by the DDA. See Attachment 2.

The DP will be required to closely coordinate with the City of Canton, the DDA and the DDA’s design and engineering team. On behalf of the County, the DP will be required to provide QA/QC/Peer review to the

DDA’s civil engineer and parking deck designer as necessary to ensure all Justice Center Expansion needs are met and properly coordinated. The County reserves the right to engage a civil design and engineering firm solely for its scope of work, as necessary to accomplish their goals.

Site

The Annex addition site lies within a 6-acre development area bounded by Brown Street, North Street, the east facades of the existing courthouse and its parking deck. Other structures and components currently within the project area include the historic courthouse, the east entry drive and sally port, the

Cherokee North Apartment complex, and the property between the apartments and the law office of Bray and Johnson. Portions of the project area are owned by Cherokee County with the balance under the ownership of the DDA.

Development Roles and Responsibilities

The DP will assist the County in co-creating with the City of Canton and DDA, the North Street architectural façade of the Annex (and possibly a portion of the east façade); a connection to the mixed-use project’s parking deck; and the design and coordination of a security screening area within (or possibly adjacent to) the parking deck. The details of the County and DDA current responsibilities are outlined through an intergovernmental agreement, which will be provided to finalist firms in Step II.

Authorities Having Jurisdiction

The project area is in the historic district and the water and sewer service areas of the City of Canton.

Although the City of Canton provides zoning, building, permitting, life safety, and preservation control of the project site, the County will provide review, oversight and approval for these tasks for the Annex addition and existing courthouse renovation.

Project Budget

The preliminary stated construction cost limitation (SCCL) for the existing courthouse renovation is

$24.7M. The preliminary SCCL for the Annex core and shell is $30M. The SCCL for selected tenant upfits of the Annex is to be determined. All budgets are subject to change pending final program, funding availability and/or other circumstances.

Project Schedule

Design

The goal for completion of services sought by this solicitation is not to exceed 90 days from notice to proceed. The County intends to engage a CM@R as soon as practically possible to provide pre-construction services and SCCL verification.

The goals for construction are as follows:

Phase I 2026 Annex Core & Shell Construction

Parking Deck (by the DDA)

2026/2027 Selected Annex Tenant Upfits

Phase II 2026/2027 Selected Renovations and System Replacements to the Mills Building

Completion of all projected Annex tenant upfit needs will be in future phases, dependent upon funding availability and the priorities of the court systems’ needs at the time.

Construction Methodology

It is the intent of the County and the DDA to procure construction services via the County’s standard procurement procedures to arrive at a single construction firm to deliver all projects within the development; however, DDA reserves the right to engage a construction firm solely for its scope of work, as necessary to accomplish their goals.

Currently, construction services are envisioned to be via a Construction Manager at Risk; however, there are components of the project, such as the parking structure, that may be better suited to a Design-Build form of delivery. Final determination of the construction form of contract for the County’s scope, is to be determined pending the completion of the scope sought by this solicitation.

Contract Information

The contract for design professional services will be AIA Document AIA B101™ – 2017, Standard Form of

Agreement Between Owner and Architect.

Firms are encouraged to review and become familiar with the terms and conditions of this agreement.

Firms participating in this procurement process agree to execute the contract form as part of (APPENDIX

“E”: ACCEPTANCE OF COUNTY AGREEMENT).

The successful design professional selected for this solicitation is not prohibited from future phases of the project, including but not limited to Design Development Documentation; GMP/Construction

Documentation and Construction Administration Services for the renovation, annex core and shell and/or the annex upfit.

2. PROCUREMENT PROCESS

End of Step I

D - REQUEST FOR INTERVIEWS FROM QUALIFIED FINALISTS

Step II – Requests for Interviews. All firms selected during the RFQ Process are invited to submit proposals and interview with the Selection Committee as further described in Section D of this RFQ in accordance with the following terms.

1. SUBMITTAL OF QUESTIONS AND REQUEST FOR CLARIFICATION

It is the responsibility of each respondent to examine the entire RFP, seek clarification in writing, and review its submittals for accuracy before submitting. Once the submission deadline has passed, all submissions will be final. The Owner will not request clarification from any single individual proposer regarding their submission, but reserves the right to ask, collectively, all parties that have submitted proposals for additional information. The deadline for submission of questions relating to the RFP is the time and date shown in the Schedule of Events on the Project Fact Sheet.

All relevant and significant questions that have been submitted in writing prior to the deadline will be compiled and answered in writing and issued directly to all proposers via E-mail. Any proposed exceptions to the RFP requirements or requests for deadline extensions must also be communicated to the Owner by the deadline to be properly considered. Any requests for proposal deadline extensions must include the reason(s) for such a request. The Owner reserves the right to approve or reject such requests as the Owner deems necessary.

Questions from Design Professionals about any aspect of the RFP, or the project, must be submitted in writing to the point of contact on the Project Fact Sheet.

2. PRE-PROPOSAL SITE VISIT

A pre-proposal site visit may be conducted by the Owner and, if so, attendance of finalist firms will be mandatory. The date for the site visit is tentatively listed above. The site visitors will convene at a time and location to be determined and communicated in the Notice to Finalists. Additional information, possibly including some program, plans and drawings, may be available at the site visit for finalist review.

The Owner reserves the right to disqualify a proposer from the selection process due to a failure by a proposer to arrive for the site visit by the scheduled time. Failure to attend a mandatory site visit will automatically result in disqualification from the selection process.

3. INTERVIEW INFORMATION

Firms selected to make presentations will be notified by the Notice to Finalists letter issued by the Point of Contact listed on the Project Fact Sheet. The Notice to Finalists’ letter will designate a place and time for the interview session and contain relevant information regarding the presentations.

The intent of the formal interview process is to provide the Selection Committee with in-depth information about the firm to make a final selection of the best-suited firm for the Project. Firms are discouraged from summary reviews of the general company history and experience previously submitted in Statements of Qualifications and/or Project Proposals unless this information is particularly relevant to the presentation. All key personnel should be present at the interview, including at a minimum: the principal in charge, project manager, project architect and other proposed team leadership deemed important to the project’s delivery by the proposer.

The interview sessions will last a total of 60 minutes.

The format for the interview will be as follows:

a) Introductions & Project Approach (35 minutes)

Introduction This is an opportunity for firms to introduce their proposed team. Each proposed team member participating in the interview session should introduce themselves to the selection committee, and should, at a minimum, address the following:

• Their relevant project experience

• Their training background

• The reason they were chosen to participate in the project

Project Approach Firms will have the flexibility to approach the presentation in a manner of their choosing. Firms should focus their presentations on their plan for managing design issues. The proposing team may use visual aids such as PowerPoint to assist with their presentation. Suggested topics include:

• Stakeholder Engagement

• Design, Construction Administration, and Close-Out Approach/Processes

• Quality Control

• Cost Control

• Schedule

• Any unique characteristics or services the firm offers

b) Questions and Answers – (25 minutes)

Twenty-five to thirty minutes of the interview time should be reserved for questions from the Selection Committee to help the Selection Committee gain additional insight into the strengths of teams being proposed and clarify any information presented in the Interview or Qualification Proposal.

4. CRITERIA FOR THE EVALUATION OF FIRMS:

The Selection Committee will evaluate the firms based upon Proposals and Interviews according to the Criteria for the evaluation listed below:

75%

Project Team and Approach, Presented

Design team’s project approach to design and construction including, but not limited to, schedule, budget, quality control, and the proposed team for this project. The Selection Committee may use references from stakeholders from previous projects of the finalists, as well as information submitted in Step I.

25%

Overall Impression of Suitability

Committee’s overall evaluation of the proposed team leadership, key team members/consultants and their ability to effectively answer questions, discuss issues and demonstrate the team’s ability to assure success to complete the project to meet the project goals within schedule and budget

5. INSTRUCTIONS FOR PREPARING FEE PROPOSALS

Fee proposals may be solicited from the finalists invited to interview. If a fee proposal is not requested prior to the interview, the intention will be to request a fee proposal from the highest rank firm at the end of the selection process. If applicable, instructions for submitting fee proposals will be included with the Notice to Finalists.

6. FINAL SELECTION

Upon completion of the evaluation and interview process by the Selection Committee, the firms will be ranked in descending order of recommendation. Negotiations will then be initiated with the best-qualified firm to finalize the terms and conditions of the contract. In the event a satisfactory fee agreement cannot be reached with the highest-ranking firm, the Owner will formally terminate the negotiations in writing and enter into negotiations in turn with the second highest ranking firm and so on until a mutual agreement is established and the Owner awards an architectural services contract.
