About this file
This document is a Special Provisions file for the Mt. Washington Landslide Mitigation project by the City of Pittsburgh's Department of Mobility and Infrastructure, specifically focusing on the Reese Street Site. The project involves comprehensive landslide mitigation and stabilization work, including clearing and grubbing, topsoil placement, selective tree removal, drilled caisson installation, traffic control, temporary excavation support, rock slope scaling, and grout stabilization of abandoned underground mine workings. The work will be conducted on a site adjacent to existing structures including Grandview Towers and the Vertical Bridge, with careful attention to protecting nearby infrastructure and the Emerald View Trail.
The contract includes detailed technical specifications for various construction activities, with measurement and payment structured as a combination of lump sum, linear foot, cubic yard, hour, and per-day rates depending on the specific work item. The project requires extensive pre-construction planning, including detailed survey work, geotechnical investigations, equipment specifications, and safety protocols. Contractors must submit comprehensive work plans, demonstrate personnel qualifications, and adhere to strict environmental and safety guidelines. The project involves stabilizing a landslide area with complex geological conditions, including working around abandoned underground coal mines, and requires specialized techniques such as grout injection, rock scaling, and caisson installation to mitigate potential ground movement and structural risks.

Use sacked cement in the chronological order in which it is delivered on the job to prevent undue aging of sack cement after delivery.
Store each shipment of cement so that is may readily be distinguished from other shipments. Use cement free from lumps due to warehouse set. In the event the cement is found to contain lumps or foreign matter of any amount which the Representative considers deleterious to the grouting operations, screening through a U.S. Standard 100-mesh screen will be required. No additional payment will be made for such screening or for old cement which must be wasted. Store a sufficient quantity of cement at or near the site of the work to ensure that grouting operations are not delayed by shortage of cement.
(d) Survey
Choose a registered surveyor who is experienced in surveying techniques subject to approval by the Representative. All the contractor's survey procedures will be subject to review and approval by the Representative.
Determine the elevation of all injection boreholes with reference to a benchmark. Mark each injection borehole with a 2-inch by 2-inch oak hub driven flush with the ground surface Place a witness stake bearing the borehole number and ground surface elevation at each borehole location.
Install survey nails and paint identification information at each borehole location in paved areas.
Record elevations. Clearly mark the required angle and azimuth for all angled boreholes required to intercept the mine the specified location for inaccessible areas. Replace any stakes destroyed prior to the completion of injection operations.
(e) Drilling Operations
Due to the presence of a coal mine at the site, grout injection boreholes may encounter methane gas. Conduct continuous air monitoring for methane during all drilling and grouting operations.
Monitor methane levels in the immediate work area continuously from the start of drilling for each grout injection borehole. If methane above one (1) percent is detected, install suitable standpipes, flame arrestors, and all other required accessories per Representative's approval. If methane above 5% is detected, stop all work until the level decreases to below 5%.
Protect all utilities. All borings, vertical and angled, must be laid out to avoid existing utilities.
Coordinate with the facility owners for required clearances. Mark on the ground surface, the location of underground utilities or structures with potential for interference with these operations.
Maintain the markings for the duration of the project. Should the location of any marked underground utility or structure prohibit the drilling of any borehole, advise the Representative for possible relocation of said borehole and receive written approval prior to drilling.
Stake locations of primary grout injection boreholes to reach the depth of mine at the locations shown on the Mine Grouting Plan. Set up drill rigs within 4" of the staked locations of the boreholes. Increase or decrease the number and depth of boreholes, if directed. Grout Injection Boreholes may be angled up to 30° from vertical to access the depth of the mine at the locations shown on the Mine Grouting Plan. Secondary boreholes may be added as directed by the Representative based on the success of treatment.
Drill all angled grout injection boreholes at the angle and azimuth outlined in the Work Plan to intercept the mine at the location shown on the Mine Grouting Plan. Adhere to all other provisions for injection borehole drilling. Angled drill holes will be paid by the linear VERTICAL foot below the ground surface as measured vertically above the mine interval at the mine intercept locations shown on the Mine Grouting Plan, rather than the linear ANGLED foot. All boreholes must enter the top of mined coal seam within 1 foot horizontally of the planned location to be considered acceptable for payment. Determine angle hole pos1t10n and verticality, as well as perform monitoring and correction during advancement as indicated in the Work Plan.
Restore to original grade any areas disturbed as a result of borehole drilling operations.
Advance 8" grout injection borehole through soil overburden to top of rock. Install 6" borehole casing and firmly seat in rock. The depth of the 8” grout injection borehole and the corresponding length of the 6" casing must be approved by the Representative prior to installation of the casing. Continue drilling with 6" hole through rock to the mine horizon.
Install all casings to project a minimum of three inches and a maximum of six inches above existing ground surface. At the completion of drilling each borehole, close the borehole in a manner to prevent any oxygen or surface water entering into the mine voids and to prevent blocking of the borehole until the time of grout injection. This includes the casing and the annular space between the casing and the borehole.
Replace any boreholes that are lost or become unusable at no additional cost to the City. Provide all borehole records to the Representative for review and acceptance prior to performing any borehole video camera viewing. Allow 72 hours for review and acceptance after all acceptable borehole records are received.
When and where directed, lower a borehole television camera into the borehole to view the condition of overburden rock and mine void/coal seam. Where voids are encountered, view horizontally through the voided interval while placing an independent light source at the same depth interval in all adjacent boreholes. Perform video inspection in the presence of the Representive and record on electronic media. Provide recordings to the City on DVD and flashdrives.
Note the conditions observed in the video on the borehole record at appropriate depths. Include audio narrative of position and compass direction of any observed void spaces or other anomalies.
Video recordings become property of the Representative upon completion.
Develop a proposed grouting sequence and grout mix type proposed at each borehole based upon the Grout Mix criteria and dip direction of the mine. Open voids located in the down dip direction should be treated first to form a cut-off unless otherwise directed. Submit the proposed grouting sequence along with final drilling records and video camera records to the Representative for acceptance. Allow 72 hours for review and acceptance after all acceptable records and sequences are received.
(f) Mine Grouting
The mix type, depths, and grout injection sequence may be modified by the Representative upon completion of the grout injection borehole drilling. In order to effectively treat the mine, it may be necessary to place grout in multiple stages using different mixes. Accordingly, the Contractor will be required to monitor grout movement in adjacent boreholes, and may be required to remove the tremie pipe during injection to monitor the level of material in the grout injection borehole.
1. Mine Void Grouting. If a mine void is encountered and the area near the injection point is clear of deleterious amounts of mine gob, the borehole will be designated for grout column grouting (Grout Mix 1). A mine void is considered to be a minimum 3-foot-deep completely open section of the mine interval through which no mine gob or collapsed roof material is encountered during grout injection borehole drilling. Using a minimum 4" diameter tremie pipe, inject Grout Mix 1 beginning at the level of the mine floor. Raise the tremie pipe in 1' increments until the bottom of the tremie pipe is withdrawn 2' into the mine roof rock. Inject the Grout Mix 1 at a constant rate, in a single stage, and at pressure no greater than required to move grout through the piping system.
Concrete columns will be considered complete when the column is in acceptable contact with the mine roofrock and when the concrete extends 2' into the roof rock. Once the grout extends 2' into the roof rock, allow it to harden for 8 hours before proceeding with the rock overburden grouting.
Use a concrete pump for this stage of treatment. If an excessive volume of concrete has been injected, 16 cubic yards, thicken the mix.
2. Mine Gob Grouting. If a significant amount of gob or a totally collapsed condition exists at the point of injection, the borehole will be designated for pressure mine gob grouting (Grout Mix 2).
Extend a grout supply pipe with grout injection tube and closed end discharge tip to the mine floor.
Inject grout at a maximum pressure of 50 psi measured at the point of injection. Withdraw the injection tube in 1' increments when the flow of grout stops under maximum pressure at each increment. If the grout flows freely and the hole takes 8 cubic yards of grout without the grout rising in the grout hole, thicken the mix as directed by the Representative. Fill the hole with grout to 2' into the roofrock, and allow grout to harden for 8 hours before proceeding with rock overburden grouting.
3. Coal Pillar Grouting. If it has been determined by the Representative that a coal pillar has been encountered, the borehole will be designated for coal pillar grouting (Grout Mix 2). Using a tremie pipe, inject grout beginning at the bottom of the borehole. Raise the tremie pipe in l' increments up the borehole. Place grout to 2' into the roof rock and allow grout to harden for 8 hours before proceeding with rock overburden grouting.
4. Rock Overburden Grouting. Extend a grout supply pipe with grout injection tube to the top of the previously injected mine grout. Set a packer in competent rock immediately below the casing and force the grout into the fractures at a maximum pressure equal to 1 psi per foot of depth to injection point using Grout Mix 3. If large takes are encountered greater than 15 cubic feet, thicken the mix and, if the take persists, add sand or aggregate as directed by the Representative.
5. Soil Overburden Grouting. Fill the remainder of the grout injection borehole from the last stage of the rock overburden grouting in the soil overburden by tremie grouting with Grout Mix 2. Place grout to the ground surface. Withdraw the 6" borehole casing concurrent with tremie grouting.
Abandonment of the borehole casing within the ground is not permitted.
(g) Grout Verification. Perform drilling at directed locations to verify post-grouting conditions and retrieve samples for visual inspection.
1. Drill all NX or NQ performance test borings using a drilling contractor on the PennDOT's current "Approved Test Boring Contractors List." All the drilling contractor's personnel, equipment, and procedures will be subject to review and approval by the Representative.
2. Mobilize a driller who is currently entered on ECMS as prequalified for Work Class Code C6 to complete core borings, auger borings, obtain rock core samples, and backfilling/plugging borings with cement grout, as directed by the Representative.
3. Drill borings at the location and depth or elevation indicated or as directed by the Representative. Complete all work in accordance with PennDOT's Standard Specifications for Subsurface Drilling, Sampling, and Testing, Publication 222. Comply with the following additional supplement provisions:
4. Provide methane monitoring during the drilling of all boreholes.
5. Perform unsampled auger boreholes to the top of rock.
6. Use split inner barrels for all rock coring.
7. Core a minimum of 10 feet of bedrock immediately above the mine interval. Core additional depths as required by the Representative.
8. Only use hollow stem augers or flush joint casing to advance boreholes in conjunction with unsampled augering through soil. Record observations of grout take, tool drop, low recovery and/or voids within the borehole. Record specific depth/intervals of each observed condition to the nearest 0.1 foot. if encountered above the top of mine. Alternate methods for advancement of test borings may be used to determine effectiveness of the mine treatment encountered in overburden soil subject to approval by the Representative. Terminate verification test borings 2 feet below the base of the mine interval.
9. Provide a PennDOT certified drilling inspector to log all grout verification test borings. Perform exploratory drilling and prepare drilling logs only in the presence of the Test Boring Inspector.
10. Backfill to the ground surface in unpaved areas with Grout Mix 2. In paved areas, backfill to the subbase with Grout Mix 2 and provide appropriate bituminous pavement patch to match the existing pavement.
(h) Secondary Grouting. Based on the results of the Grout Verification test borings, the Representative will determine if additional grouting is required. Addition of secondary boreholes will be as directed by the Representative.
(i) Site-Specific Requirements. Drill, video and grout the boreholes in accordance with the approved work plan at the locations shown on the drawings. All boreholes shown on the drawings are primary grout injection boreholes shown at the depth of the mine. Offset and angle as required to avoid utilities or as directed by the Representative.
After completion of grouting, perform Grout Verification test borings as directed.
