About this file
The document is a set of general provisions for the Reese Street Caisson Treatment project, issued by the City of Pittsburgh's Department of Mobility and Infrastructure. The project involves stabilizing a sliding earthen slope on the northern slope of Mount Washington, just north of 107 Reese Street, through limited mine grouting, installation of a closely-spaced reinforced concrete caisson slope treatment, and limited rock scaling. Key project tasks include designing and implementing a traffic control plan, construction surveying, installing erosion and sediment controls, limited tree removal, site preparation, selective grouting of the Pittsburgh Coal seam, caisson installation, slope regrading, rock shielding, and site restoration.
The document outlines several administrative and technical requirements for the project, including material control, testing, and certification responsibilities. Noise-producing work is restricted to Monday through Saturday, 7 a.m. to 8 p.m., with specific holiday work prohibitions. Contractors must provide certifications for various materials, including aggregates, concrete, grout, reinforcing steel, and pipes. Subsurface boring sample core boxes are available for inspection, and bidders can contact the Department of Mobility and Infrastructure to arrange a viewing. The City emphasizes that alternative methods will only be considered after bid opening and is not obligated to accept alternative methods or value-engineered solutions.

SECTION 0030
DESCRIPTION OF WORK
REESE STREET CAISSON TREATMENT
19TH WARD CITY OF PITTSBURGH, ALLEGHENY COUNTY, PENNSYLVANIA
This work consists of limited mine grouting, installation of a closely-spaced reinforced concrete caisson slope treatment, and limited rock scaling on the northern slope of Mount Washington, just north of 107 Reese Street, Pittsburgh, PA 15211.
The existing earthen slope below (north of) the two existing caisson retaining structures, adjacent the Tower base and incorporated building, is sliding. To mitigate the risk of a larger earth slide that might impact the Emerald View Park trail and the railroad tracks far below the trail, the City seeks to stabilize the hillside with a retaining structure. Selective and restricted mine grouting will be required prior to installation of the caissons in order to prevent collapse of the mine opening immediately beneath the caissons installation location.
The work will generally include the following tasks; some necessary tasks may be omitted from this list:
Design and implementation of a traffic control plan.
Construction surveying.
Installation of Limit of Disturbance (LOD) work area boundary stakes.
Installation of inlet filter bags, erosion and sediment controls and rock construction entrance.
Limited tree removal to allow access to the work.
General site preparations for caisson installation including excavation of a temporary bench for the caisson drill rig and/or installation of temporary excavation support and protection system, as needed for the work.
Selective and restricted grouting of the mined-out Pittsburgh Coal seam beneath the caisson location including post-grout verification holes with video records.
Installation of closely spaced caisson retaining structure.
Backfill of the temporary excavation bench and/or removal of the temporary excavation support and protection system as installed for the work.
Regrading of the slope within the project extents.
Installation of rock shielding and selective rock scaling of the several small rock outcrops downslope of the caisson retaining structure. Removal and disposal of the scaled rocks.
Removal of any traffic control measures.
Removal of E&S Controls and restoration of the site.
ALL WORK IS TO OCCUR IN ACCORDANCE WITH THE CONTRACT DRAWINGS
AND SPECIFICATIONS.
ALTERNATIVE METHODS WILL ONLY BE CONSIDERED AFTER THE BID
OPENING. THE CITY OF PITTSBURGH IS NOT OBLIGATED TO ACCEPT
ALTERNATIVE METHODS OR VALUE ENGINEERED SOLUTIONS.
