About this file

This is a Justification and Approval (J&A) document for a sole source contract award by the Department of the Navy.

The Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMSLANT) at Pensacola requires maintenance support for telecommunications voice and data circuits beyond demarcation sites for all AT&T telecommunications cabling infrastructure at Naval Air Station Pensacola Complex, including Corry Station and Saufley Field. The contract will be awarded as a new sole source contract to BellSouth AT&T Inc., replacing the expiring contract N0018923P0346. The base period runs from 25 September 2026 through 24 April 2027, with four option years extending through 24 April 2031 and an additional six-month extension option through 24 October 2031. Services include maintenance, repairs, adds, moves, and changes to the legacy AT&T telecommunications infrastructure. The procurement is justified under 41 USC 1901 (simplified procedures for commercial products and services) as implemented by FAR 12.102, citing AT&T's exclusive ownership and control of the proprietary physical plant and infrastructure. The contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, with funding from FY26 appropriations for the base year and O&M appropriations for option years.

Market research conducted via a Sources Sought notice posted on SAM.gov on 18 March 2026 with a response date of 25 March 2026 yielded four responses from Visioneering LLC, GWT Networks LLC, CarverBeth LLC, and Salmon Group Inc. Technical analysis determined that none of the respondents possessed the capability to perform the required services because AT&T retains exclusive ownership and control over the physical plant, preventing other vendors from accessing or maintaining the infrastructure. The J&A concludes that no alternative source exists and that acquiring the current infrastructure from AT&T would require approximately $20 million in initial capital outlay plus a five-to-seven year modernization project requiring military construction (MILCON) approval.

This is a sole source action to be awarded as a new contract to BellSouth AT&T Inc. This procurement action supports the provision of cable maintenance support and services to telecommunications voice and data circuits beyond the established demarcation sites. Contract scope includes resolving troubles, and providing repairs and maintenance services for the base telecommunications cabling infrastructure to Naval Air Station (NAS) Pensacola (NASP), Corry Station, and Saufley Field Pensacola, Florida that are currently performed under Contract N0018923P0346. 4. Statutory Authority Permitting Other Than Full and Open Competition.

The statutory authority permitting other than full and open competition is 41 USC 1901, simplified procedures for Acquisition of Commercial Products and Commercial Services , as implemented by FAR 12.102.

5. Rationale Justifying Use of Cited Statutory Authority.

The existing telecommunications infrastructure is a non-standard, legacy system, a technology that has been universally phased out by all other service providers. AT&T remains the sole-source provider with the proprietary knowledge and capability to maintain this antiquated network. The company retains exclusive ownership and control over the physical plant and infrastructure essential for the electronic delivery of commercial telephone services to the end user. The preceding contractual arrangement was predicated on the strategic foresight that the system would be rendered obsolete by imminent technological upgrades. However, a viable alternative has not yet been established. Consequently, to ensure the uninterrupted continuity of operations, the government is constrained to utilize the incumbent's legacy system until a modernized replacement is successfully procured and implemented. Engaging a different vendor is not a feasible course of action. The timeline to develop and construct a comprehensive, parallel telephony distribution network is prohibitive, particularly for technology that the industry is actively sunsetting. Such an endeavor would be both logistically impossible within the required timeframe and economically unviable, as it would necessitate a substantial, strategically unsound investment in obsolete infrastructure. Furthermore, analysis indicates that acquiring the current infrastructure from AT&T would require an initial capital outlay of approximately $20 million, followed by a multi-year modernization project projected to span five to seven years. A project of this magnitude would require large scale construction therefore, it would fall under military construction (MILCON) and Congressional approval. Continued reliance on the existing sole-source provider is the only recourse to prevent a critical disruption of service.
