Quotes must be submitted to Sarah Walsh (Sarah.e.walsh25.civ@us.navy.mil) and Chris Whiteside (Christopher.d.whiteside2.civ@us.navy.mil) by the solicitation due date. Submissions must be in Microsoft Office Word, Excel, or Adobe format with specified page limitations (8.5" x 11", 12-point font minimum, 1-inch margins, single-spaced). Exempt from page count are cover sheets, tables of contents, acronym lists, compliance matrices, and dividers. The Government intends to award a Firm Fixed Price (FFP) contract on a sole source basis under FAR Part 12. Price reasonableness will be evaluated using FAR 12.203 procedures, with total FFP evaluated for the period of performance. All options, including FAR clauses 52.217-8 and 52.217-9, will be evaluated per FAR 52.217-5, with option prices added to base requirement prices for award evaluation purposes. The apparently successful offeror must negotiate an acceptable Small Business Subcontracting Plan with the Contracting Officer prior to award; failure to do so renders the offeror ineligible for award. Contract award occurs upon written notice of award or acceptance e-mailed or furnished to the successful offeror within the acceptance period specified in the offer.
