ARRA Burton Mechanical Improvement

Questions and Answers

1) Project 6 (3.6) says there are 50 original motors to be changed but the table shows 53.What is the actual count?

53 is the correct count.

2) Project 7 (3.7) says there are 23 original motors to be changed out but on table 3.7.1 there are only 22 shown. What is the actual count?

23 is the correct count, RSBE-1 is the missing fan on table 3.7.1.

3. ABB VFD’s are not made in America. Are they still OK to install?

VFDs like other products must comply with the ARRA Buy American provisions, which require the point of final assembly to be in the US (note that this job is below the threshold for coverage under most trade agreements, so US final assembly is essentially required). An exception may be requested following the requirements of the posted Buy American clause.

4. Who is responsible for the control sequences?

Others will be responsible for controls sequences.

5. Will there be any work required for the installation of controls? (Sensor wells, BTU Meters, etc..)

No, all controls work will be performed by others

6. During commissioning will there be a need for mechanical assistance during the controls testing?

Yes, assistance will be required during commissioning. Contractor shall perform start-up and testing of all new equipment according to the requirements of a Commissioning Plan that will be developed by others. Contractor should allow some time to assist during functional testing of sequences of operation, but the majority of functional testing will be performed by others.

7. Who is responsible for water balance of the condenser water system after the VFD’s have been installed?

Water balance will be performed by others.

8. What is SBE goal?

We have posted a boilerplate subcontracting plan which contains our general goals for each category. We realize that for a specialty trades job such as this there are limited subcontracts and so we know the Contractor will not be able to meet all goals. We expect a subcontracting plan that is reasonable given the nature of the job. You may contact our small business technical advisor, Lori Falkenstrom, at 415-522-2700 to discuss expectations.

9. There was no specification on Veris Electrical Meters.

Electrical meter specs will be provided.

10. Is there a specification for the Veris Energy Meters and the Gas Flow Meters? I did not see one in the specifications.

Electrical and gas meter specs will be provided.

11.Can you provide the sign-in sheets for the four project walks/site visits that have occurred through 2/4/10?

This is being posted.

12) Who is responsible to provide power for the energy/btu/gas meters? Is this the controls contractor's responsibility or will that be handled by controls?

Contractor will be responsible to provide power to all meters; others will integrate meters with BAS.

13) In the first bridging document, section 5.0 Drawing includes item 4. Motor and VFD locations, Roof. This drawing has not yet been provided. Can you please provide?

Drawings will be provided.

14) Will the successful contractor be given access to locked doors or will someone from the facility staff be tasked to the installation team to let them in?

Once all security requirements are met, we will assign a mechanical master key to the Contractor. This must be protected carefully.

15) In reference to project 4, is the contractor responsible for running/installing conduit for the generator connection?

No, conduit for generator connection will be provided by others.

16) In regards to project 1, please confirm that the flow meter installation is outside of the contractor's scope of work. Please confirm that only the installation of the electric meter is required.

Yes, flow meter installation is not in the scope of work and will be provided by others.

17) What permits will be required on this project, if any?

No permits are required. You will be subject to internal design reviews, to include fire protection, HAZMAT, safety and structural.

18) There's no mention of a scope requirement in the Solicitation document. Are contractors encouraged to provide a scope of work with their bid? If not, how will the GSA distinguish a fair comparison on this design-build project from one contractor to the next?

The "Concept Designs and Specifications" documents (2 of these) provide a scope for each line item of work. This would not be found in the Solicitation document. The Contractor asking this question may be looking at the wrong document.

19) The scope of work for this solicitation as been increased as of 2/4/10. The first opportunity to participate in a site visit for some of this added work will occur one hour after all questions are due for this solicitation. Will the deadline for questions be extended to allow for clarifications on this added work?

We will attempt to answer reasonable questions as late in the process as possible; the questions deadline is not a hard deadline.

20) On your latest update on the subject solicitation you reference the specifications for the GSA provided computers for the BAS system. However, there is no mention of BAS servers required in the bridging document or the Agreement. Is there an expanded controls scope for this project that isn't posted yet?

Disregard the posted computer specifications - they were posted in error. We are installing new computers, but it is unrelated to the scope of this solicitation.

21) Can you please email me the list of attendees at the site visit on Tuesday, January 26, 2010?

This is being posted.

22) The Energy Projects for Mechanical Systems Concept Designs & Specifications Bridge documents, it lists four drawings that will be issued. Will there be as-built drawings released so that we can estimate a demolition price or will the demo be done in-house?

A marked up existing conditions drawing will be provided to assist with this.

23) the recommendation sheets, is that for the Electrical sub or the Mechanical prime? Also, how many do we need We assume you mean the job reference forms? These are mainly for the offeror (prime contractor) but may be submitted for subs if you seek credit for such subs under the Experience evaluation factor (see narrative of the Experience factor in the Solicitation).
