About this file
This is an email correspondence regarding prevailing wage determination for the Martin Luther King, Jr. Auditorium Audio-Visual Enhancement Request for Proposals between the City of Santa Monica and GCAP Services, Inc., a labor compliance consulting firm. The project involves upgrading audio-visual infrastructure at the Santa Monica Public Library's MLK Auditorium, located at 601 Santa Monica Boulevard. Key deliverables include installation of a minimum 10,000 lumens laser projector with WUXGA resolution and 4K support, a new video switching and distribution system, an audio system with wireless microphones, and a touch-panel control interface, with optional components including speaker upgrades, an ADA-compliant lectern, assistive listening system, and PTZ camera. A mandatory job walk is scheduled for January 22, 2026 at 10:00 a.m., with questions due by January 26, 2026 at 3:00 p.m., City responses by January 30, 2026 at 3:00 p.m., and proposals due February 12, 2026 at 3:00 p.m. The contract term is one year with a firm-fixed price and no renewal options. Evaluation will be conducted in two phases: technical qualification screening followed by price evaluation, with scoring based on technical approach (30 points), qualifications and experience (25 points), product quality (20 points), cost proposal (15 points), and project schedule (10 points).
The project is subject to California prevailing wage requirements under Public Works regulations, as confirmed by Kim Morales, Labor Compliance Analyst at GCAP Services. Proposers must hold a current California contractor's license and DIR registration. The City's Living Wage Ordinance applies to contracts exceeding $54,200, with a minimum wage of $20.32 for employees. Contractors must provide a minimum one-year warranty covering installation workmanship and programming, comply with AVIXA standards, and maintain comprehensive insurance coverage, including Commercial General Liability of $1,000,000 per occurrence and Automobile Liability of $1,000,000 per accident. No specific budget range, set-aside designations, or incumbent vendors are identified in the solicitation documentation. Project contacts include Daniel Soto (daniel.soto@santamonica.gov) for technical inquiries and Tina Saloutos (tina.saloutos@santamonica.gov) for procurement matters.

The scope includes design, equipment procurement, installation, programming, testing, and training for new audiovisual components (projector, video switching, control system, microphones, etc.). Because the work involves installation and integration of low-voltage systems within a City facility, I believe it likely qualifies as a public works project under Labor Code §§1720 et seq. and would therefore be subject to prevailing wage.
Could you please review the attached draft scope and confirm whether prevailing wage applies for this project?
Thank you.
