About this file

This is an email correspondence regarding prevailing wage determination for a Request for Proposals (RFP) issued by the City of Santa Monica for audio-visual enhancements to the Martin Luther King, Jr. Auditorium at the Santa Monica Public Library located at 601 Santa Monica Boulevard. Daniel Soto from the City of Santa Monica Procurement Department sought confirmation from Kim Morales, Labor Compliance Analyst at GCAP Services, Inc., regarding whether the MLK Auditorium AV Enhancement Project is subject to California prevailing wage requirements. The project involves design, furnishing, installation, programming, and commissioning of AV system enhancements at the auditorium facility.

Kim Morales confirmed that the project is covered under Public Works prevailing wage requirements, indicating that all contractors and workers on this project must comply with California's prevailing wage determination standards. This determination was made prior to the RFP proceeding to the procurement review process. The prevailing wage classification establishes labor cost requirements that will apply to all bidders responding to this solicitation.

Hi Kim:

I’m preparing the draft Request for Proposals (RFP) for the Martin Luther King, Jr.

Auditorium AV Enhancement Project at the Santa Monica Public Library (draft RFP attached). Before proceeding with Procurement’s review, I wanted to confirm whether this project is subject to California prevailing wage requirements.

The scope includes design, equipment procurement, installation, programming, testing, and training for new audiovisual components (projector, video switching, control system, microphones, etc.). Because the work involves installation and integration of low-voltage systems within a City facility, I believe it likely qualifies as a public works project under Labor Code §§1720 et seq. and would therefore be subject to prevailing wage.

Could you please review the attached draft scope and confirm whether prevailing wage applies for this project?

Thank you.
