About this file
This is an Invitation for Bid (IFB) form submitted to the State of Illinois, specifically for the Re-Bid 2027 DBE Today's Challenge, Tomorrow's Reward (TCTR) Conference, solicitation number B-54239. The Illinois Department of Transportation's Office of Business and Workforce Diversity seeks a venue to host a two-day Disadvantaged Business Enterprise (DBE) Conference scheduled between February 24 and April 8, 2027, in one of the following counties: Cook, Will, DuPage, Kane, McHenry, or Lake County. The conference is designed to provide workshops and networking opportunities to assist DBE firms in pursuing federally funded highway contracts while supporting Federal Highway Administration goals. This is a re-bid solicitation, indicating a previous bid cycle did not result in a successful award.
The bid form itself is a standard State of Illinois template that requires bidders to certify compliance with all solicitation requirements, declare any applicable preferences under the Illinois Procurement Code (such as Illinois Business Preference or Domestic Product Preference), and submit any exceptions to the standard terms and conditions provided by the state. Bidders must complete all required documents as outlined in solicitation section A.1 and submit a redlined version of any contested standard terms and conditions. The State reserves the right to determine preference eligibility and may accept or reject any exceptions to contract terms. Standard Terms and Conditions for any resulting contract are available through the Illinois Central Procurement Office website.
