About this file
This addendum is a response to offeror questions submitted regarding the Illinois Department of Transportation's Office of Business and Workforce Diversity (OBWD) Invitation for Bid (IFB) 27-OBWD B-54239 for the 2027 Disadvantaged Business Enterprise Conference: Today's Challenge, Tomorrow's Reward. The addendum clarifies that subcontractors are not permitted under this solicitation, and third-party vendors may not bid on the opportunity. The prime vendor selected must directly provide all conference services, including venue, lodging, meeting space, food and beverage, and all other deliverables required for the two-day event to be held between February 24 and April 8, 2027, in Cook, Will, DuPage, Kane, McHenry, or Lake County, with bids due October 20, 2026.
The solicitation requires the selected vendor to accommodate approximately 500 attendees and 75 vendor exhibitors with specified facility requirements, overnight accommodations (150 rooms for two nights and 50 rooms for one night at government rates), and comprehensive catering services. The vendor must maintain General Commercial Liability insurance of $1 million per occurrence / $2 million aggregate, Auto Liability of $1 million per occurrence, and Workers' Compensation as required by law. The contract term is ten months from execution with no renewal options, and the State reserves the right to terminate for convenience with 30 days' notice. Award will be made to the lowest priced responsive and responsible bidder, with bid prices remaining firm for 180 days from opening.

Re-Bid 2027 DBE Today's Challenge, Tomorrow's Reward Conference – IFB
27-OBWD B-54239
Addendum #1 Response to Offeror’s Questions to IFB Below are the responses to the questions that the Agency received regarding this IFB:
1. I have a clarifying question on IFB 27-494DOT-FINAD-B-54239, Re-Bid 2027 DBE "Today's Challenge, Tomorrow's Reward" Conference.
The IFB contract states "Subcontractors are not allowed." Section 4.3 (Subcontracting) defines subcontractors as those with contracts with an annual value exceeding $100,000 who are specifically hired to perform all or part of the work, and allows a subcontractor with the State's prior written approval.
The prime vendor would bid and provide the conference by contracting a hotel/conference venue for the lodging, meeting space and food and beverage, with a subcontractor remaining fully responsible for performance, invoicing and all contract obligations.
Response: See Section 1.6, Subcontractors are not allowed.
| 2. | Hello are third party vendors allowed to bid on this opportunity? |
| Response: See Section 1.6, Subcontractors are not allowed. |
