About this file

This email correspondence concerns a prevailing wage determination for the City of Santa Monica Airport's Request for Bid (RFB) for an Airport Access Control System service and repair contract. The City of Santa Monica Airport is soliciting bids from BRIVO-authorized vendors to provide comprehensive maintenance, repair, programming, and support services for access control equipment including 14 CS BRIVO 5000WG/6000WG Control Panels, Chamberlain LiftMaster/Sentex CPWR Wiegand Receivers, and HID 5XXXX Series Readers and Keypads. The scope of work encompasses quarterly preventive maintenance, system testing, modifications, new installations, emergency repairs, recordkeeping, and 24/7 emergency response with a mandatory two-hour response time. The RFB was advertised on October 24, 2025, with bid responses due by November 21, 2025, at 3:00 pm. The contract term is one year with potential for four one-year renewal options and is managed by Project Manager Leo Iniguez, transitioning from Public Works Facilities to the Airport division.

The total contract value is $90,000, funded through Airport Fund 57 (City funds, not federally funded). Kim Morales, a Labor Compliance Analyst from GCAP Services, Inc., determined that this work is subject to prevailing wage requirements under California Labor Code 1720, as the scope includes system support, maintenance, repair, and equipment modification and installation activities that constitute routine and preventive maintenance covered by prevailing wage regulations. Bidders must possess a valid C10 Electrical California contractor's license, administration-level BRIVO clearance, and a minimum of five years of relevant experience in airport environments. Contractors must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 per accident), and Workers' Compensation insurance. The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises.
