About this file

This is an email correspondence file documenting prevailing wage compliance guidance for the City of Santa Monica Airport's Access Control System Request for Bid. The correspondence, dated October 13, 2025, involves Santa Monica Airport personnel (Josephina Lee, Senior Administrative Analyst, and Leo Iniguez, Project Manager) and Kim Morales, a Labor Compliance Analyst from GCAP Services, Inc. The project entails comprehensive maintenance, repair, and support services for airport access control equipment, including 14 CS BRIVO 5000WG/6000WG Control Panels, Chamberlain LiftMaster/Sentex CPWR Wiegand Receivers, and HID 5XXXX Series Readers and Keypads. Required deliverables include quarterly preventive maintenance, system testing, modifications, new installations, emergency repair services with a two-hour response requirement, 24/7 availability, job quoting, service reporting, and maintenance documentation. The Request for Bid was anticipated for posting immediately following the prevailing wage determination, with a contract value of $90,000.

The prevailing wage determination, provided by Kim Morales under California Labor Code 1720, establishes that the contract work is subject to prevailing wage requirements. The scope of work—encompassing system support, maintenance, repair, access control system maintenance, emergency services, and equipment modifications and installations—falls under routine and preventive maintenance activities explicitly covered by California prevailing wage requirements. The contract is funded through the City of Santa Monica's Airport Fund 57 (non-federal funding) and charged to expense account 57500002-529210. The project will be transitioned from the Public Works Facilities Division to the Airport Division, with no specific set-aside designations mentioned in the correspondence.
