About this file
This is an internal email correspondence from the City of Santa Monica regarding AB 339 compliance verification for a Request for Proposals concerning the evaluation of water treatment facilities. The City is seeking consultant services to conduct a comprehensive evaluation of the Advanced Water Treatment Facility (AWTF) and the Sustainable Water Infrastructure Project (SWIP) to develop local discharge limits in accordance with 40 CFR Part 122.44(j)(2)(ii) and the City's Waste Discharge Requirements Order No. R4-2021-0044. The scope of work encompasses nine primary tasks: project management with bi-weekly status reports, data review and recommendations regarding permits and regulations, monitoring program updates including sample location identification and collection, monitoring program implementation with sampling equipment installation at up to eight outfalls, development of local limits using EPA and regulatory guidance, evaluation of constituents of concern for advanced water treatment processes, development of surcharges for highest impacted constituents, regulatory and advisory panel support, and as-needed technical support services. The City requested HR confirmation by February 17, 2026, regarding whether the scope of work falls within recognized employee organization classifications, with the City ultimately determining that the consultant work does not fall within any City classification and therefore does not require union notification.
The email does not contain specific pricing information, contract award dates, or renewal options. The document serves primarily as an internal compliance check regarding AB 339 requirements, which mandates notification to recognized employee organizations when contracting work falls within their classifications. The request indicates this is a specialized water quality and regulatory compliance project requiring expertise in EPA guidance, local limits development, potable reuse regulations, and interactions with regulatory agencies including the Los Angeles Regional Water Quality Control Board and Division of Drinking Water. No budget amounts, funding sources, set-asides, or incumbent contractor information are detailed in this correspondence.
