Addendum C Summary – RCO-OC135-26C Diesel Transit Buses
This is Addendum C to a Request for Quotation issued by Orange County, New York's Department of General Services for the procurement of heavy-duty, low-floor diesel transit buses. The addendum addresses 155 vendor questions and clarifications regarding specifications for up to 31 initial buses, with an option for up to 36 additional buses. The solicitation establishes specifications for 30-foot and 35-foot bus configurations designed to operate for a minimum service life of 12 years and/or 500,000 miles. The county anticipates a contract award date on or approximately November 13, 2026. Payment is to follow current industry standards with full payment to the contractor within 30 calendar days after acceptance of each vehicle.
The addendum makes significant modifications to the original RCO specifications through detailed answers to vendor inquiries. Key changes include revisions to passenger seating capacity requirements (minimum 23 seats for 30-foot buses and minimum 30 seats for 35-foot buses), overall vehicle height specifications (124.5 inches maximum), aisle width minimums (20 inches), tire specifications allowing contractor discretion for appropriate tires meeting 2017 emissions standards, and relaxation of mirror specifications to allow "approved equals." The addendum addresses technical specifications across multiple systems including propulsion systems (allowing flexibility for Cummins X10 engines), braking systems (removing electronic stability control requirements for certain models), heating and ventilation systems, electrical and multiplex wiring systems, and various component specifications. Numerous requests for alternative or "approved equal" components are noted as requiring detailed expert review after bid opening during the technical evaluation process, while certain specifications are maintained as firm requirements by the county.
