About this file

This is an Addendum No. 2 issued by the Central Bidding Department of the Red Clay Consolidated School District in Delaware for RFP# 2-26-41 regarding the purchase and installation of wireless access points across 11 schools within the district. The project encompasses the procurement and installation of HPE Juniper AP45 access points (or equivalent) with seven-year licenses and support services, with the smallest school requiring 35 access points and the largest requiring 106 access points, totaling approximately 720 units across all participating locations. Electronic proposals are due January 27, 2026, at 2:00 PM with public opening at the same time. Site surveys will not be conducted as part of this procurement. The contract will remain effective through June 30, 2027, with an option for one additional year of renewal subject to mutual agreement. Installation will be scheduled between the district and selected contractor after access points are received and prepared by the district, with work restricted to non-school hours (outside 7 AM to 7 PM building access windows) to avoid disruption to student activities and educational operations.

Pricing must be guaranteed from July 1, 2026, through June 30, 2027, with no allowances for future price increases due to tariffs or other cost escalations. No required safety training, prevailing wage requirements, or MBE participation mandates are specified for this project. Contractors must carry standard insurance in accordance with RFP specifications, with no OCIP or CCIP anticipated. Access to school sites will be coordinated by district employees, and all contractor personnel must display company employee identification while on campus. A stepladder no larger than 10 feet is sufficient for all installation work; no personnel lifts are required. There are no specific reporting requirements, daily working hour restrictions on noisy work, or software requirements for project management or payment processing. The evaluation criteria weight cost at 40 percent, authorized reseller status at 25 percent, warranty repair and replacement procedures at 20 percent, and experience in government and K-12 locations at 15 percent.

RFP# 2-26-41

Date of Addendum: January 7, 2026

To all prospective bidders under the specifications and contract documents described above, this Addendum to

RFP is being issued to modify the specifications as follows:

1. Please provide info on any required safety training.

-There is no required safety training.

2. What are the daily working hours?

-Typical building accessible hours during the school year are 7am until 7pm (approximately) but work cannot be done during school hours (while students are in the building). There may be individual days here and there (teacher-in-service days for example) where no students are in school, but the schools are accessible. Hours of accessibility may change during summertime and holiday breaks (Thanksgiving week, winter/Christmas break, etc.).

3. Are there time restrictions on noisy work?

-This project should not result in any noisy work.

4. Will OCIP or CCIP be utilized?

-Currently, neither an OCIP nor a CCIP is anticipated. Contractors will be required to carry insurance in accordance with the project’s standard insurance requirements as specified in the RFP.

5. Please provide project schedule & phasing info (if any).

-There is no set schedule for this project. Installation will be scheduled between the district and contractor after the new access points have been received and prepped by the district.

6. Are there Liquidated Damages? If so, please provide details.

-Unless specifically specified in the RFP, there are no liquidated damages requirement.

7. Do you have any software requirements for PM or payment? Such as Textura, Bluebeam, etc.

-There are no software requirements.

8. If the project includes prevailing wage, please provide wage schedule.

-Please reference item 20 “WAGE SCALE – PREVAILING” in the RFP.

9. Is MBE participation required? If so, please provide details.

-No, MBE participation is not required for this project.

10. What are the security requirements to gain access to the site, if any?

-A district employee will give access to the school for the contractor. All contractors will need to have a company employee ID always displayed on their person while working on this project.

11. Is parking available onsite? Paid or free?

-Parking is free at all public K12 schools.

12. Please provide info on daily / weekly reporting requirements.

-There are no reporting requirements, but contractors are expected to communicate if any issues arise during the installation.

13. With the potential for future tariffs and other similar taxes or fees causing significant price increases, how will these price changes be paid for?

-There are no allowances for future price increases. As the RFP states, pricing must be guaranteed from

July 1, 2026, through June 30, 2027. Pricing cannot be changed after a contractor submits their bid.

14. It appears that the district has approximately thirty-one (31) schools. Of that number, how many locations are included in this project, and do you have a list of required quantities for each location?

-This project will cover 11 schools, with the smallest school needing 35 access points and the largest school needing 106 access points.

15. For the physical installation, can all units be installed with a stepladder between 6' and 10' in height, or are there locations which require more involved methods of access such as a personnel lift?

-A stepladder no larger than 10 feet will be sufficient for the access point replacements. A lift will not be needed for this project.

16. If a site survey is requested, how many of the sites will be available for visits to get an understanding of the general conditions system wide, and how much time should be allocated for the visit?
