About this file

This is an Addendum No. 1 to an RFP issued by the Red Clay Consolidated School District in Delaware for the purchase and installation of wireless access points across 11 schools. The project involves the procurement of up to 720 HPE Juniper AP45 access points (or equivalent) with seven-year licenses and support, along with installation labor. Electronic proposals are due January 27, 2026, at 2:00 PM, with public opening at the same time. The district has clarified that all access points are PoE powered, requiring no configuration or labeling by the contractor; installation work is labor only and consists of removing existing Mist AP43 access points and physically mounting new units. Approximately 90-95% of access points in each school are mounted to standard ceiling grid, with gym-mounted units protected by covers that must be removed and reinstalled. The district will supply new access points from its technology office and requests that old units be returned to that office or secured in school server closets if installation occurs after-hours. Contractors are expected to provide their own ladders, with school custodians available to locate district-owned ladders if needed for ceiling heights of 8-10 feet.

The evaluation criteria for proposals are weighted as follows: cost (40%), experience in government and K-12 locations (15%), authorized reseller status of proposed equipment (25%), and warranty repair and replacement procedures (20%). Vendors must provide separate pricing for the HPE Juniper AP45 access point with seven-year license and support as a single unit price and a separate installation price per access point. Contractors must include their eRate SPIN number and FCC Registration number and accept purchase orders for discounted eRate amounts. General liability and professional liability insurance with minimum coverage of $1,000,000 is required before work commences. The contract will be awarded by the district's board and remain effective through June 30, 2027, with an option for one additional year of renewal subject to mutual agreement and potential rate increases not exceeding the Consumer Price Index (CPI-W US City Average). No bid deposit or performance bond is required, and the district reserves the right to award the contract to multiple vendors and terminate with thirty days' written notice.

CENTRAL BIDDING DEPARTMENT

ADDENDUM No. 1

Access Point Purchase & Installation- Red Clay Consolidated School District

RFP # 2-26-41

RED CLAY CONSOLIDATED SCHOOL DISTRICT

Date of Addendum: December 18, 2025

OPENING DATE: January 27, 2026, at 2:00 PM

To all prospective bidders under the specifications and contract documents described above, this Addendum to RFP is being issued to modify the specifications as follows:

1. Will district supply ladders?

-Most of our rooms have an 8’ to 10’ ceiling. There shouldn’t be a situation where more than a 10’ ladder would be needed. The district is not explicitly supplying ladders for this project, but our schools do have ladders that one of the custodians in the school can provide or show where they are located.

Our expectation is that the contractor would be bringing their own ladders.

2. Are all Access Points powered by PoE or do some require an external power supply? If external power required, how many? Will district require physical labeling of each Access Point?

-All access points are POE powered. There would be no configuration or labeling needed by the contractor – the request for the installation portion is strictly labor only – take down the existing access point and physically install/mount the new access point.

3. Will district require AP configuration in Meraki Dashboard? Do you require all WAPs to operate in 2.4GHz, 5.0GHz, and 6.0Ghz bands? What is the Make/Model of the Access Points being replaced?

- The new access points would need to be picked up at our technology office and the old access points would need to be returned to our technology office (if feasible), or the old access points would need to be secured in the school’s server closet if the new install occurs in the after-hours.

4. In the Buildings tab could you mark each building and quantity that is involved in the project?

- I am not providing quantities by school as we have never provided that information in the past. The new access points being purchased will cover 11 of our schools.

5. Low Profile AP Mounting Bracket, Universal AP Mounting Bracket (Defualt)?

- For wall-mounted access points in the gyms, we do have a protective cover over them so that would need to be removed first, the new AP installed and then the cover reinstalled.

6. Ceiling Grid Clip: Recessed Mount, Ceiling Grid Clip: Flush Mount (Default)?

- The district currently utilizes Mist AP43 access points. I’d estimate that at least 90% to 95% of the access points in each school are mounted to normal ceiling grid.
