PREFACE

This report presents a routine inspection for facility number 13599 at Ft. Huachuca, AZ. The inspection was performed in accordance with the Code of Federal Regulations, Title 23, Part 650, Subpart C - National Bridge Inspection Standards (NBIS), Code of Federal Regulations, Title 49, Part

237, Bridge Safety Standards, and satisfies the requirements specified in Army Regulation (AR) 420-

1 “Army Facility Management”, Chapter 7 “Transportation Infrastructure and Dams.”

Personnel of the U.S. Army Engineer Research and Development Center (ERDC), Geotechnical and

EXECUTIVE SUMMARY

A routine inspection was performed at structure number 13599 on 19 March. The previous NBIS inspection was performed on 26 February 2021. Subsequent routine NBIS safety inspections should be performed at regular intervals not to exceed twenty-four months in accordance with the NBIS.

The structure is in fair (6) condition overall. This condition has not changed significantly since the previous inspection. Following is a list of the most significant findings.

• No load rating document on record.

• No approach rails installed but required for the structure.

• Approach 2 at the upstream side does not have an end treatment.

• Railing has many post which have heavy oxidation; one is perforated.

• Bays have spalls with exposed rebar;

• Overhang has spalls with exposed rebar

• Beam 1 has honeycombing with exposed rebar

• Abutment 2 has approx. 20” of scour exposing toe

• Scour hole with undermining of channel lining

• Both embankments downstream have undercutting

• Downstream has 3 downed trees restricting flow

Corrective action should be taken as outlined in this report to prevent the possible development of more serious or costly problems in the future.

None of the deficiencies at this bridge are considered critical, so no immediate corrective actions are needed. Current repair/maintenance recommendations include the following (described in more detail in Table 1 & 2):

• Perform and document load rating calculations.

• Replace bridge rails, install rails with end treatments

• Clean rebar, patch with suitable material.

• Regrade channel, and add Riprap

The bridge is currently not posted for weight restrictions and does not require posting at this time.

Table 1 shows all critical findings that require immediate attention. Table 2 shows the deficiencies and recommendations for the bridge that should be completed over the next two years, or for larger rehabilitation or replacement projects where planning and design should begin. The estimates in

Tables 1 and 2 are approximate costs based on materials and labor required to complete the recommended repair, in U.S. dollars. These should only be used as a reference. Although they represent the costs for individual repair activities, they do not represent the total cost of a complete repair/rehabilitation project.

9 EXCELLENT CONDITION: There are no noticeable or noteworthy deficiencies, which affect the condition.

VERY GOOD CONDITION: Banks are protected or well vegetated. River control devices such as spur dikes and embankment protection are not required or are in a stable condition.

GOOD CONDITION: Some minor problems. Bank protection is in need of minor repairs. River control devices and embankment protection have a little minor damage. Banks and/or channel have minor amounts of drift.

SATISFACTORY CONDITION: Elements show some minor deterioration. Bank is beginning to slump. River control devices and embankment protection have widespread minor damage. There is minor streambed movement evident. Debris is restricting the channel slightly.

FAIR CONDITION: Bank protection is being eroded. River control devices and/or embankment have major damage. Trees and brush restrict the channel.

POOR CONDITION: Advanced deterioration. Bank and embankment protection is severely undermined. River control devices have severe damage. Large deposits of debris are in the channel.

SERIOUS CONDITION: Bank protection has failed. River control devices destroyed. Streambed aggradation, degradation or lateral movement has changed the channel to now threaten the bridge and/or approach roadway.

CRITICAL CONDITION: Advanced deterioration. Unless closely monitored it may be necessary to close the bridge until corrective action is taken. The channel has changed to the extent the bridge is near a state of collapse.

IMMINENT FAILURE CONDITION: Major deterioration. Bridge closed to traffic because of channel failure. Corrective action may put back in light service.
