Preface
This report presents a routine bridge inspection for facility number 13599 at Ft.
Huachuca, AZ. This report satisfies requirements for routine inspection as specified in Army Regulation (AR) 420-1 “Army Facility Management”, Chapter 7 “Transportation Infrastructure and Dams”.
The Army Bridge Inspection Program is sponsored by the Army Transportation Infrastructure Program (ATIP) of the Headquarters Installation Management Command (IMCOM), Arlington, VA. The IMCOM provided funding for this investigation.

Personnel of the U.S. Army Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), Vicksburg, MS, prepared this publication. The findings and recommendations presented in this report are based upon routine inspection at Ft. Huachuca, Sierra Vista, AZ. The required field inspection was conducted in February 2009. The evaluation team consisted of Gerardo I. Velazquez, Team Leader, Laura R. Hyde, and Angela K. White, Structural Engineering Branch (StEB), GSL. Mr. Gerardo I. Velázquez was the Project Lead under the supervision of Mr. Terry R. Stanton, Chief, StEB; Bartley P. Durst, Chief, Geosciences and Structures Division; Dr. William P. INSPECTION PROCEDURES AND METRICS
The ERDC Bridge Inspection Team performed a hand-on visual routine inspection of this bridge. Waders were required to access the underside of the bridge. Concrete portions of the structure were visually examined and sounded with a hammer. Major defects were noted and photographs were taken (a National Bridge Inventory-NBI rating of 6 or less). For the concrete portions of the structure, the location of minor cracking, spalling, minor corrosion of reinforcing steel, or other defects were noted; however, no attempt was made to catalog every minor crack or defect.
For General Bridge Conditions, the following descriptions are used throughout the report to rate the condition of individual or groups of bridge elements.
Rating Description
Very Good No problems noted.
Good Some minor problems.
Satisfactory Structural elements show some minor deterioration.
Fair Primary structural elements are sound, but may have minor deterioration, section loss, cracking or spalling.
Poor Advanced deterioration, section loss, cracking or spalling.
Serious Deteriorated condition has seriously affected primary structural components.
The description of the defects in the concrete members of the bridge structure, as used in this report, are based on definitions, as listed in the American Concrete Institute (ACI), "Guide for
Making a Condition Survey of Concrete in Service" (1984), and the FHWA "Bridge Inspector's
Reference Manual" (revised December 2006). The extent of the defects is defined as follows:
Defect Description
Small Spall Less than one-inch deep or approximately 6" in diameter
Large Spall Greater than one-inch deep or 6" in diameter
Light Scale Loss of surface mortar up to 1/4" deep, with surface exposure of coarse aggregate
Medium Scale Loss of surface mortar from 1/4" to 1/2" deep, with mortar loss between the coarse aggregate
Heavy Scale Loss of surface mortar from 1/2" to one-inch deep; coarse aggregates are exposed
Severe Scale Loss of coarse aggregate particles, as well as surface mortar and the mortar surrounding the aggregates; depth of the loss exceeds one-inch; reinforcing steel is usually exposed
