1. Will the government require a mockup of the proposed crack repair?
Answer: No. A mockup of the proposed crack repair is not required. A thorough explanation is required.
2. Will the government require an ATSSA Certified Traffic Control Supervisor to be present at the jobsite during flagging operations?
Answer: ATSSA is American Traffic Safety Services Association. Yes.
3. Will the government require a hydrologic analysis of Slaughterhouse Wash?
Answer: No.
4. What are the limits of bank and channel repairs for Slaughterhouse Wash?
Answer: There are no channel and bank repairs required for Slaughterhouse Wash except for the areas described in SOO para 4.04.
5. As for asphalt repairs, are we to follow the City of Sierra Vista Public Works pavement section for collectors and arterials?
Answer: No. The contractor’s designer shall utilize the 2017 edition of the Cochise County Road Design & Construction Standards and Specifications for Public Improvements (CC standard), Commercial/Industrial Road (CC010) detail. The CC standard shall be followed for the proper approach and departure lengths for the bridge that require asphalt repair also. The contractor is reminded of the bridge width. Two pages from the CC standard are provided.
6. Will the government provide copies of all relevant bridge inspection reports to bidders?
Answer: The 2009, 2011, 2013, 2015, 2017, 2019 and 2021 draft inspection reports are provided. The Load rating for the bridge is provided.
7. Is there any allowance for the potential of uncovering a major problem during construction that can’t be fixed with the assumed repair strategy in the SOO?
Answer: For any unseen site conditions it will be handled at that time.
8. Can you please state the type of bat currently under the bridge such that we can evaluate its implications on the environmental permitting efforts?
Answer: The Lesser Long-nosed Bat.
9. Are you requiring any special PPE as a result of the guano present on the site?
Answer: No. Refer to SOO 16.0.
10. Are the original bridge plans available? As-builts?
Answer: No. The original bridge plans are not available. No as-builts are available.
11. Can the utility location and potholing occur prior to the end of October?
Answer: Yes. Once the contractor has applied for and has been issued a Dig Clearance in accordance with the Fort Huachuca regulations, potholing may occur. .
12. It is likely that the 100-year peak discharge for Slaughter House Wash is being conveyed over the road. Given this, was a concrete overlay over the bridge being considered as an option to asphalt?
Answer: No.
13. If deemed to be required, will the SWPPP be submitted for review as part of the initial plan set?
Answer: No.
14. Is there a designated location for the dredge/excavated materials?
Answer: No. All dredged/excavated materials shall be hauled off-post. The contractor shall provide trip/load tickets which indicate where the materials are stored/used/disposed of.
15. Is the restoration of the small roadside on the southeast side of the bridge being considered as part of the project?
Answer: No.
16. Is there a preferred pavement section for the project or does the contractor need to have geotechnical engineer determine the section?
Answer: The contractor shall determine the pavement section.
17. The slated project schedule is 150 days, is that for just construction such that the design plans any field work necessary for the plans can be completed outside of the 150 days. This would be advantageous to the project to as the NTP could come a month earlier than the end of October when the bats are gone, and construction can start.
Answer: No. The slated project schedule is 150 working days. The Period of Performance is changed to 180 Working Days.
18. Does 18.03 apply to this project?
Answer: No.
19. Does 18.04 apply to this project?
Answer: Yes.
20. Will the water company who owns the pump yard be reviewing the construction documents?
Answer: Yes. The Government owns and operates the potable water system.
21. Is the Fort Huachuca Waste Disposal/Borrow Pit Plan available for review?
Answer: No. The contractor shall request individual, project specific information for this element.
22. Does the O&M Manual from 17.02.03.05 requires as part of this project? If so can you elaborate on what would be expected for this document?
Answer: The contractor shall provide the requested information for proper accomplishment of the specific project. O&M Manuals described in 17.02.03.04 are not required for this project. Any applicable certifications per 17.02.03.05 are required.
23. Where is the construction water located?
Answer: The construction water for this project is available from the water point located at the intersection of Smith Ave. and Whitside Rd. The contractor may use the existing meter at the water point provided proper monitoring occurs. The contractor shall record the meter reading each time before and after drawing water. The contractor shall not access the water point from 5:00am to 7:00am, Monday thru Friday.
24. Will contractor be required to meter/keep track of water usage?
Answer: Yes.
25. Where will the excess material be hauled off to? Will the government provide a site on base?
Answer: See answer to Question 14.
26. What are the boundaries of this project?
Answer: The contractor shall review the attached bridge reports. The boundaries of the project are defined in answer 4 and in answer 5.
