Question # Topic Area Question Government Response

1 General

Regarding the RAPID IT O&M Support BPA, please confirm, or clarify, that this is the recompete of Risk Mapping, Assessment, and Planning (Risk MAP) Customer and Data Services (CDS) Operations and Maintenance (O&M) Support contract Nos. 70FA6018D00000005 and 70FA6023F00000039.

Scope of Risk MAP CDS will be within the RAPID IT O&M Support BPA.

2 General Has FEMA decided to keep the ‘Operations & Maintenance of legacy applications’ and the ‘Modernize in Place’ scope under one contract?

This requirement is currently anticipated to be a single award IDIQ contract.

However, we are currently in the market research stage and have not determined an Acquisition Strategy yet.

3 General

Maintaining two distinct scopes in a single contract may present challenges with competing priorities, staffing resources with different skill sets, approaches, and cost management. Would FEMA consider splitting the scope of O&M Support and Modernization into two separate contracts?

This requirement is currently anticipated to be a single award IDIQ contract.

However, we are currently in the market research stage and have not determined an Acquisition Strategy yet.

Has FEMA decided on the acquisition strategy - unrestricted, a set-aside for small businesses, or some hybrid approach with some work being unrestricted or set-aside solely for small businesses?

We are currently in the market research stage and have not determined an Acquisition Strategy yet. As such, no set-aside determination has been made

5 General What contracting vehicle does the government anticipate using for the RAPID IT O&M Support BPA?

We are currently in the market research stage and have not determined an Acquisition Strategy yet.

6 General What will be the acquisition strategy for this opportunity be, has it been finalized?

We are currently in the market research stage and have not determined an Acquisition Strategy yet.

7 General Is there any information that can be shared related to Acquisition Strategy? Small Business Set Aside, Full and Open, Single or Multi Award?

We are currently in the market research stage and have not determined an Acquisition Strategy yet. As such, no set-aside determination has been made.

8 General

We believe a small business/8(a) would be in the best interest of FEMA because of their specialized skills, ability to quickly adapt and innovate. It would also help FEMA meet its socioeconomic goals. Small business likely would propose a large business subcontractor and therefore give FEMA the benefits of having both small businesses and large businesses. Would FEMA consider a small business/8(a) set-aside for part of or the entirety of the Risk MAP IT/O&M Support/Modernization solicitation?

We are currently in the market research stage and have not determined an Acquisition Strategy yet. As such, no set-aside determination has been made.

9 General Is there a specific contract vehicle that will be used?

We are currently in the market research stage and have not determined an Acquisition Strategy yet.

10 General What contract vehicle does FEMA anticipate releasing the CDS solicitation under?

Please note the change in name of procurement for future reference. We are currently in the market research stage and have not determined an Acquisition Strategy yet.

11 General Can the government verify if the GSA MAS contract vehicle will be used and timing for Draft RFP release?

We are currently in the market research stage and have not determined an Acquisition Strategy yet.

12 General What contract type does FEMA anticipate using? If hybrid, which objectives would align to each contract type?

We are currently in the market research stage and have not determined an Acquisition Strategy yet.

13 General Does FEMA anticipate issuing a PWS/SOW or SOO for the RAPID IT O&M Support BPA solicitation? The Government plans to share a draft PWS.

14 General Is the government expecting to release a more detailed draft PWS/SOW prior to release of the final RAPID IT O&M Support BPA RFP? The Government plans to share a draft PWS.

15 General Other than the Statement of Objectives (SOO), will industry be provided a DRAFT RFP/SOW for industry to review and comment? The Government plans to share a draft PWS.

16 General

We request that the government consider releasing a draft of the SOO and schedule of deliverables required for invoicing and payment for vendor review and comments prior to the release of the final solicitation.

The Government plans to share a draft PWS.

17 General We recommend that the solicitation include the acceptance process/criteria for or all contract deliverables, including reports, documents and software builds.

We are currently in the market research stage and have not determined an Acquisition Strategy yet.

18 General Will the government be holding 1:1s as described in the RFI?

As deemed necessary, the Government may engage one-on-one with industry based on RFI capability statements submitted.

19 General

Regarding the Proposed Acquisition Timeline for RAPID IT O&M Support BPA, does the date of June FY25 refer to the targeted solicitation release, or the targeted award date?

The solicitation is anticipated to be released in FY25.

20 General Is there a notional timeline on when the RFP will be released and when responses are due? The solicitation is anticipated to be released in FY25.
