INTRODUCTION
MARKET SURVEY - Request for Information (RFI): The John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA issues this Sources Sought Notice as a means of conducting market research to identify interested parties for this requirement. This Sources Sought Notice focuses on identifying capabilities in the marketplace and resources to support this requirement, as well as obtaining technical information related to the procurement of the products and services listed below. Large and small businesses are requested to respond to this RFI.
The result of this market research will contribute to determining the method of procurement.
The applicable North American Industry Classification System (NAICS) codes assigned to this procurement are:
• 336510 - Railroad Rolling Stock Manufacturing with a Small Business Size Standard of 1,500 employees
• 488210 - Support Activities for Rail Transportation with a Small Business Size Standard of $34MIL
The Product Service Codes (PSC) are:
• 2210 – Locomotives
• 2220 - Rail Cars
• J023 – Maintenance/repair/rebuild of equipment- ground effect vehicles, motor vehicles, trailers, and cycles
• H322 - Inspection-Railway Equipment
PROGRAM BACKGROUND
The Volpe Center provides support to the DOT, DOD, and other agencies in transportation-related areas. Current sponsors include the DOT’s Federal Railroad Administration (FRA), Federal Transit Administration (FTA); DoD’s Army, Air Force, Navy, Marine Corps, and Space Force; Department of Energy, Department of Interior National Park Service, and many other customers. The nature of the support provided by the Volpe Center adjusts as national goals, funding priorities and availability change, requiring flexibility in its work force and expertise.
The Volpe Center supports multiple DoD rail modernization and sustainment programs, providing engineering, technical, acquisition, and program management support to DoD as required. As the DoD modernizes its fleet, legacy rolling stock may need to be retired as vehicles reach their end of life and are replaced with vehicles with emerging technology, such as to meet emission, safety, or regulatory requirements. In other cases, refurbishment of vehicles may be a cost effective alternative to meet these requirements. To ensure the safe operation of DoD rolling stock, maintenance, inspections, and repairs of legacy and new vehicles is required by industry certified and Federal Government approved personnel. The DoD have rail operations in approximately 45 military facilities in the continental U.S., Hawaii, and Alaska. Each facility has rolling stock to meet their mission requirements, with quantity and types unique to their mission. The Volpe Center is preparing to support the DoD over the next 5 years as it modernizes and improves its sustainment operations.
The Volpe Center intends to solicit a multi-year, multiple award Indefinite Delivery Indefinite Quantity (IDIQ), with a five-year ordering period and primarily firm-fixed-price type task orders, with time and material and other type task orders as needed. This work will include, but is not limited to, manufacturing or refurbishment of locomotives, rail car spotters, and freight rail cars (boxcars, flat cars, and other types) and the in-the-field inspection/repair/maintenance of new and existing rolling stock to be compliant with DOT, DoD, and industry safety and operational regulation/requirements.
PLACE OF PERFORMANCE
Manufacturing will be conducted at the manufacturer’s location. The in-the-field locations will be identified in the individual task orders. Estimated locations will be provided during the Industry Day briefing (see Industry Day section below for further information). However, the Contractor may be required to travel to various sites to meet Government requirements.
REQUIRED CAPABILITIES
The Contractor shall provide technical engineering products and support services related to a wide range of design, manufacturing, and engineering services for new and refurbishment of legacy DoD owned railway rolling stock, as well as the inspection and repair of new and legacy rolling stock. A draft Statement of Work (SOW) is attached for review.
ADDITIONAL INFORMATION
The proposed contract may include tasks that would be accomplished by labor categories that are subject to the Service Contract Act.
The proposed contract and subsequent task orders will be subject to the Buy American Act and will include the current FAR clause 52.225-1, Buy American-Supplies. This requirement is non-waivable.
Offerors must have an adequate accounting system in accordance with FAR 16.301-3(a)(3) in order to be eligible for cost-type task orders.
SUBMISSION DETAILS
Requested information: The Government requests the following information from parties interested in responding to this Sources Sought Notice. Interested businesses should submit a brief capabilities statement package that shall address, at a minimum, the following items:
a) Company Name, Address, CAGE Code, UEI;
b) Contractor Point of Contact name, telephone number, email address, and website URL;
c) Tailored information describing company capabilities, resources, experience that demonstrate an ability to provide the items described above;
d) Business Size, Special Size Sub-Category, and Type of Ownership for the Company;
e) Feedback and questions regarding the feasibility or challenges for providing the items described above.
The information herein is based on the best information available at the time of publication, is subject to revision, and is not binding upon the Government. The Government will evaluate market information to ascertain potential market capacity to:
a) Provide services consistent with those described in this notice and otherwise anticipated;
b) Based on the responses to this Sources Sought Notice/market research, this requirement, or portions thereof, may be set-aside for small businesses or procured through full and open competition.
The Government is interested in all businesses to include, Large Businesses, Small Businesses, Small Disadvantaged Businesses 8(a)s, Service Disabled Veteran-Owned Small Businesses, HUBZone Businesses, and Women-Owned Small Businesses. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. All interested businesses are encouraged to respond.
INDUSTRY DAY
A virtual Industry Day event will be held in connection with this procurement. All interested vendors are encouraged to attend. The event will be held via Teams, date/time TBD to be posted via amendment to this Sources Sought Notice. A briefing will be held, followed by short individual vendor meetings. Additional details are on the attached flyer.
SUBMISSION INSTRUCTIONS
Interested parties who consider themselves qualified to provide the above-listed items should respond to this Sources Sought Notice. Responses must be received no later than DECEMBER 16, 2024 BY 5:00PM Eastern Time.
Interested businesses are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman 12pt. Telephone inquiries will not be accepted or acknowledged, and all feedback will be provided to companies regarding their submissions via an Amendment to this RFI. Please be advised that all submissions become Government property and will not be returned. Following the date of response submission, the Government may contact respondents to seek clarification of submitted information.

The Government WILL NOT PAY for any information received in response to the Sources Sought Notice nor will the Government compensate respondents for any cost incurred in developing information for, participating in meetings with, or engaging in discussions with the Government. The Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Additionally, any cost incurred by interested companies in response to this announcement are NOT considered allowable direct charges to other contracts or tasking.
Proprietary and Limited Distribution: Proprietary information and trade secrets, if any, must be clearly marked on all materials. It is incumbent upon parties providing responses to this Sources Sought Notice to identify all data contained within that is proprietary or has limited distribution requirements. All information marked as proprietary information marked as proprietary information will be safeguarded to prevent disclosures to non-governmental personnel and entities.
There is no solicitation at the current time and NO FUNDING IS AVAILABLE for contractual efforts. This Sources Sought Notice does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), or Request for Proposal (RFP) and should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately to award a contract.
