• Established by DOT in 1970 and re-named in 1995 to honor USDOT Secretary and Massachusetts Governor John Volpe.

Volpe Center Support to DoD Rail
Support to Department of Defense Rail started in 1989
• Began with the Army locomotive refurbishment program.
• Supported the Strategic Arms ReductionTreaties (START 1 & 2) inspecting Russian railroad tracks and designing hazardous material containment railcars for the Defense Threat Reduction Agency.
• Working with Headquarters Department of the Army and numerous Army Commands, theVolpe Center remains a major stakeholder & service provider in the Army Rail Modernization Plan’s efforts
• Reducing the age of the locomotive and railcar fleets,
• Providing higher efficient and safer locomotives, railcars, and other rolling stock
• Increasing rail mission capability rates
• Sustainment support (on-site regularity inspections/emergency repairs/maintenance)
• Volpe’s modernization also includes Department of the Navy, Air Force and Marine Corps.
Volpe DoD Rail Modernization & Sustainment Program Volpe performs Systems Engineering and Acquisition Support for planning, developing, and coordinating technical management and support services to address critical railroad and transportation issues and activities for the Department of Defense.
• Rail Modernization
• Support US DoD Agencies and Services (Army/Navy/Marines/Air Force) Commands and Installations.
• Identified in Army Regulation 56-3 to support Army’s Tank and Automotive Command (TACOM) acquisition of DoD rail assets.
• Volpe works with stakeholders providing current industry and commercial trends, regulations, activities and available technologies related to modernizing the locomotive and railcar fleets and provide solutions, including engineering and acquisition of modern and emerging technology.
• Rail Sustainment
• Support DoD (predominately Army) inspection, emergency repair and maintenance of rolling stock (locomotives and freight cars)
• Preventative maintenance conducted by installations.
• Sustainment support to Navy/Air Force/Marines rolling stock as required.
Acquistion Outlook FY26-FY30
• Estimates are based on proposed funding of various DoD organizations. All estimates and dependent on funding, mission requirements, and other factors that are unknown at this time. Nothing is confirmed until individual task orders are issued.

• 3-5 locomotives per year for through September 2030.
• 35-70 freight cars of various configurations through September 2030.
• Small number of rail car spotters likely over next 5 years.
• On-site inspections/emergency repairs/sustainment for new and legacy rolling stock for 101 locomotives (Legacy, GenSet, New) and 642 railcars over next 5 years.
• Engineering & Technical services as part of rolling stock manufacturing process required, beyond manufacturing process support may be ad hoc.
• Manufactured products delivered with POP of individual Task Orders.

IDIQ Contract – Modernization & Sustainment of DoD Rolling Stock (M&S DoDRS)
• Volpe Center may require support from U.S. rolling stock manufacturers, design and engineering companies, and companies with in-the-field USDOT/FRA rolling stock inspection, maintenance, and repair capabilities.
• Selected contractor(s) shall provide the necessary personnel (having the appropriate level of experience and training), facilities, materials, equipment, and services to perform the activities and supply the products or service as described by the individual Task Orders to be performed.
• Manufacturers, engineering, and inspection/repair/maintenance organizations shall have appropriate USDOT/FRA, DoD and Industry facility and personal certifications to perform work detailed in issued Task Orders.
