Volpe National Transportation Systems Center (Volpe Center) Statement of Work
DoD Railway Rollingstock Support
1. Objective
The John A. Volpe National Transportation Systems Center (Volpe Center) is a Federal, fee-for-service organization within the Office of the Deputy Assistant Secretary of Transportation for Research and Technology of the United States Department of Transportation (USDOT). The Volpe Center’s mission is to improve the nation’s transportation systems. In partnership with sponsoring agencies, the Volpe Center provides technical research and analysis services to the USDOT, other Federal agencies, State agencies, and other organizations in connection with the transportation-related components of their missions.
The Volpe Center’s focus is research and innovation in all areas of transportation to improve the transportation system for the future. The objective of this Statement of Work is to identify the requirements with an emphasis on open-ended support for the USDOT and Department of Defense (DoD) railway rolling stock (rolling stock) in the design and manufacturing, assessment, repair, and maintenance of new and legacy rolling stock for optimizing performance, safety, and reducing greenhouse gases of rolling stock. This work entails multi-levels of engineering, planning, developing and coordinating systems engineering and technical management of the design and manufacturing process of new or refurbished rolling stock. The scope of the rolling stock includes locomotives, railcar spotters, and railway freight cars (e.g., tank cars, boxcars, flatcars, hopper cars, gondola, caboose, dump, passenger) meeting specific requirements that will be identified in individual task orders as needs arise.
The rolling stock will predominantly operate within DoD controlled areas, with exceptions noted in individual task orders, will comply with applicable Government [USDOT (Federal Railroad Administration (FRA) and Pipeline and Hazardous Material Safety Administration (PHMSA)); Occupational Safety and Health Administration (OSHA); DoD; and the Surface Transportation Board (STB)] and industry [i.e.
American Association of Railroads (AAR), National Motor Freight Traffic Association (NMFTA)] regulations and requirements.
The Volpe Center utilizes a combination of Federal and contractor personnel to support the mission of the USDOT and execute the agreements between the Volpe Center and their sponsors. By establishing a “pool” of professional technical/manufacturing resources, the Volpe Center can respond to mission critical and time sensitive needs to support DoD national security initiatives. The Contractors will constitute an important part of Volpe Center’s resources and will provide state-of-the art capabilities that incorporate emerging technology and industry best practices and skills to fulfill the Volpe Center’s programmatic requirements.
2. Background The Volpe Center provides support to the DOT, DOD, and other agencies in transportation-related areas.
Current sponsors include the DOT’s Federal Railroad Administration (FRA), Federal Transit Administration (FTA); DoD’s Army, Air Force, Navy, Marine Corps, and Space Force; Department of Energy, Department of Interior’ National Park Service, and many other customers. The nature of the support provided by the Volpe Center adjusts as national goals, funding priorities and availability change, requiring flexibility in its work force and expertise.
The Volpe Center supports multiple DoD rail modernization and sustainment programs, providing engineering, technical, acquisition, and program management support to DoD as required. As the DoD modernizes its fleet, legacy rolling stock may need to be retired as vehicles reach their end of life and are replaced with vehicles with emerging technology, such as to meet emission, safety, or regulatory requirements. In other cases, refurbishment of vehicles may be a cost effective alternative to meet these requirements. To ensure the safe operation of DoD rolling stock, maintenance, inspections, and repairs of legacy and new vehicles is required by Industry certified and Federal Government approved personnel. The DoD have rail operations in approximately 45 military facilities in the continental U.S., Hawaii, and Alaska. Each facility has rolling stock to meet their mission requirements, with quantity and types unique to their mission. The Volpe Centers is preparing to support the DoD over the next 5 years as its modernizations and improves its sustainment operations.
The Government is under no obligation to issue a Task Order with this contract. The Government may subsequently determine a specific need for the services of the contractor and negotiate a Task Order.
At the discretion of the Government, the Government may perform services itself or employ others separately from this contract.
3. Scope
This statement of work encompasses a wide range of design, manufacturing, and engineering services for new and refurbishment of legacy DoD owned railway rolling stock, as well as the inspection and repair of new and legacy rolling stock. The two primary concentrations are expected to be in the locomotive and freight car design and manufacturing, and in the inspection and repair of new/legacy rolling stock. In the performance of design and manufacturing, performers shall be responsible for using proven industry practices in the design process, i.e. conducting feasibility studies; risk assessments;
detailed engineering analysis at the component, sub-system, and system level; dynamic, scale, and full size operational testing; engineering and manufacturing drawings production. In the manufacturing process, performers are to manufacture the required vehicle in an AAR certified manufacturing facility within the U.S. with industry proven tactics, techniques, and procedures (TTPs). In the performance of the inspection and repair of new and legacy rolling stock, the performers shall be responsible for complying with AAR, FRA, and DoD regulations and policy using industry and regulatory TTPs. For all work conducted, performers shall have industry accepted or certified TTPs for: program management (cost, schedule, scope, requirement), physical security, cybersecurity, and quality control oversight.
4. Work to be Performed The modernization and sustainment of railway rolling stock include multi-levels of several engineering disciplines, technical skilled labor (i.e. welders, electricians, mechanics), and management processes for planning, producing, fielding, and supporting the vehicles and personnel safely and efficiently.
As the DoD modernize its fleet, emerging technologies to improve safety, reduce greenhouse gas emissions, reduce operational cost, and improve Commands mission readiness, the Volpe Center may require support from U.S. rolling stock manufacturers, design and engineering companies, and companies with in-the-field FRA rolling stock inspection, maintenance, and repair capabilities. Selected contractor(s) shall provide the necessary personnel (having the appropriate level of experience and training), facilities, materials, equipment, and services to perform the activities and supply the products or service as described by the individual Task Orders to be performed. In the performance of the individual task orders, the contractor(s) will likely require need to perform work in these areas:

5. Project Management Controls
It is anticipated that this contract will be performed over a period of five (5) years. The contractor(s) may be required to maintain a formal Project Management System, including utilizing Microsoft project-compatible software, and perform, maintain, and document periodically the results from the following program management activities.
5.1.1 Work Breakdown Structure (WBS) development (utilizing three or more levels);
5.1.2 Cost analysis and financial management;
5.1.3 Project Control (schedules, progress tracking, consistency with resource allocation, WBS, and reviews);
5.1.4 Program risk analysis;
5.1.5 Configuration management;
5.1.6 Project reviews;
5.1.7 Supplier control; and
5.1.8 Reporting
The contractor may be required to prepare and conduct in-process reviews of the program. These may include the following:
5.1.9 General progress reviews;
5.1.10 Key Performance Parameters;
5.1.11 System design reviews;
5.1.12 Software specification reviews;
5.1.13 Preliminary design reviews;
5.1.14 Critical design reviews;
5.1.15 Test readiness reviews;
5.1.16 System verification and validation;
5.1.17 Functional configuration audits;
5.1.18 Physical configuration audits;
5.1.19 Disposal activities;
5.1.20 Formal qualification reviews; and
5.1.21 Installation and readiness reviews.
6. Other Requirements
The Contractor may be required to provide administrative and logistic services that are an integral and interconnected part of program work performed. These support services may include business and technical writing, development of presentations, graphic arts design and production (demonstrations);
and organizing, and/or participating in conferences, meetings, or symposia.
A Contract Design Review will be held when deemed necessary to keep the Government design team informed of progress and any major issues or risks associated with the Task Orders. Major system and subsystems selections will be reviewed against requirements and the range of alternatives or options considered. Status of all risks and issues will be provided. Risk mitigation issues will be carefully reviewed.
Depending on the nature of the Task Order and if deemed necessary, a Risk Management Plan will be incorporated. A Risk Manager will lead the risk management team in establishing contingency procedures to minimize the effects if any identified risk materializes. Communication of project risk and the associated mitigation plans are essential during all project phases. Internal and external stakeholders must remain comfortable that the expected benefits are worth the current risk. If not, decisions need to be made to mitigate the risk to an acceptable level. Project risks and mitigation activities will be communicated to all project stakeholders on a regular basis (during project status updates, monthly or quarterly reports, and project reviews).
In some instances, training may be required prior to final acceptance. If training is associated with the Task Order, it will be defined in the appropriate task and will include the following parameters: type (on-site/field/classroom), duration, manuals and handouts, number of attendees, tools, etc.
All required documentation (i.e. drawings [engineering and as-builts], test plans/procedures/reports, engineering and other analyses, specifications) and related documentation required by the Government to provide proof of regulatory compliance, sustainment and integration of products delivered over the expected lifespan will be provided as part of task order deliverables.
7. Task Pricing
Each Task Order associated with this contract shall be priced in accordance with the Statement of Work issued for each Task Order.
8. Government Responsibility
The Government shall furnish a Task Order specifying the services to be performed (manufacturing of locomotives, railcar spotters, freight cars; or inspection, repair, and maintenance of new and legacy DoD rolling stock) by the contractor. The Government shall review all material submitted by the contractor:
drawings, specifications, and cost estimates as required.
