About this file
This is an Addendum 3 to a Request for Proposals issued by Rusk County, Wisconsin for Radio Simulcast Enhancements. The addendum addresses vendor inquiries regarding equipment specifications and project scope. The County seeks proposals for upgrading its existing two-way radio system to a conventional simulcast system, including replacement of dispatch equipment, in-squad mobile radios, repeater equipment, coax, temperature-controlled equipment shelters, and antennas at multiple sites. The project requires installation of either a microwave or fiber backhaul network with redundant paths between repeater sites. The County clarified that vendors should quote the MARC repeater, WISCOM control station, and Point to Point base stations; five equipment cabinets are needed with consideration for a potential additional tower; four consolettes will be installed with one in dispatch as backup, one at JREC for the off-site Emergency Operations Center, and two downstairs connected to the dispatch console; and VHF mobile radios capable of multiple bands and featuring P25 trunking capability are required. The proposal deadline is March 8, 2024, at noon, with no extension granted despite vendor requests. The County plans to present its recommendation to the Board at the March 19, 2024, meeting.
Inquiries regarding the RFP should be directed to Captain George Murray at gm121@ruskcountywi.us. The addendum indicates that vendors were actively developing pricing proposals, and the County established a firm deadline to allow sufficient time for thorough evaluation of all responses prior to Board consideration. No information regarding pricing terms, funding sources, or contract term and renewal options is specified in this addendum document.

Request for Proposals – Radio Simulcast Updates Addendum #3
1. Should we quote the MARC repeater, WISCOM control station and Point to Point base as well or list those as options?
Yes, we would like for you to quote the MARC, WISCOM, and Point to Point.
2. What are the 4 consolettes used for? Will they be connected to the dispatch console?
One (1) in dispatch is used as a backup radio, one (1) is at JREC for our off site EOC and 2 are downstairs and I believe the others are run through them. We would like them connected to the dispatch console. If there is a new way do handle this issue that would be fine.
3. Please confirm the cabinet quantities, you list 5 but I assume you only need 4 for the remote sites?
We listed five (5) as we are considering another tower.
4. Do you need all band mobile radios or just VHF radios that are capable of multiple bands in the future?
We would like VHF radios that are capable of multiple bands.
5. Do you need the P25 trunking feature in the radios or just P25 conventional?
We need P25 trunking.
6. Can we get a one-week extension on the RFP? Some of our vendors are still working on prices?
Rusk County has set the deadline for proposals as March 8, 2024, so the County has enough time to thoroughly consider each response and forward a recommendation to the Board to act upon at their March 19, 2024, meeting. As such, an extension will not be granted at this time.
