About this file
This is Addendum #2 to a Request for Proposals issued by Rusk County, Wisconsin for Radio Simulcast Enhancements. The addendum addresses clarifications regarding technical specifications and equipment installation standards for the County's planned upgrade to a conventional simulcast radio system. The project involves replacing dispatch equipment, in-squad mobile radios, repeater equipment, coax, temperature-controlled equipment shelters, and antennas at all sites, along with installation of either microwave or fiber backhaul network infrastructure with redundant paths between repeater sites. The original proposal deadline is March 8, 2024, at noon, with inquiries directed to Captain George Murray at gm121@ruskcountywi.us.
The addendum confirms two critical requirements for vendor proposals: first, vendors must include a table of coverage parameters used for maps, including antenna heights, noise floor values, and mobile/portable losses to ensure comparability across vendor submissions; second, while some existing equipment shelters at certain locations may be reused if suitable, any shelters that cannot guarantee temperature control and animal resistance must be replaced rather than reused. These specifications ensure standardized evaluation criteria and establish baseline equipment standards for the simulcast system upgrade.

Request for Proposals – Radio Simulcast Updates Addendum #2
1. Should we include a table of coverage parameters used for the maps such as antenna heights, noise floor values, mobile/portable losses, etc…to ensure vendor comparable maps.
Yes.
2. Based on our site walk and our experience with the County, some locations have suitable equipment shelters that can be reused. Is it acceptable to reuse shelters in some locations?
If shelters cannot be guaranteed to be temperature controlled and animal resistant, we would want them replaced; not reused.
