Federal Emergency Management Agency (FEMA) Region VIII

Precautionary Detailed Cleaning and Disinfecting of Regional Facilities

Site Visit – Questions and Answers

July 7, 2020

Q: Cleaning vs Disinfecting?

A: Section E, #3 of the SOW has been updated, please see amended version #1.

Section E, #5 of the SOW has been removed, please see amended version #1.

*The method of using a “mist” was brought up during the site visit. Your proposed disinfecting method should be adequately stated in your Technical Approach/Plan (see Instruction to Offerors). Your proposed disinfecting method should meet all guidelines stated in the SOW.

Q: Are there current cleaning procedures, or a current cleaning contract in place?

A: Yes, there is an ongoing/routine janitorial cleaning contract in which the crew removes trash, vacuums the carpets, and conducts a ‘lighter’ cleaning of high touch surfaces.

Additionally, there is a separate precautionary COVID-19 disinfecting contract in place with an outside vendor that services a portion of the FEMA buildings on Wednesday and Sunday afternoons/evenings. This contract is expiring on July 8, 2020. The new contract (in which this site visit is being held for) will take the place of the current one.

Q: How many crews are needed?

A: Per the SOW, one cleaning crew is preferred due to the fact that the individuals will have to be escorted. However, as the subject matter experts in your field, FEMA would defer to you all as to how many crews would be needed in order to accomplish this request.

*Please note how many crews you are proposing for use in your Technical Approach/Plan (see Instructions to Offerors).

Q: Are water fountains required to be disinfected?

A: Yes.

Q: Are the tile/hard surface floors in the breakroom and bathrooms required to be mopped?

*An EPA approved disinfectant from List N, should be used on the tile/hard surface floors.

Q: Does the flooring in the stairwells need to be mopped?

A: No. Only the handrails need to be disinfected.

Q: Do the toilets in the restrooms need to be disinfected?

*Please refer to Section C of the SOW.

Q: How often are services needed?

A: Services are being requested once per week, on Wednesdays.

*Please refer to Section M of the SOW.

Q: Will FEMA provide any supplies and/or storage space?

A: No. FEMA will not provide supplies or storage space.

Per the SOW: “The contractor shall provide FEMA – Region 8 with all labor and products, supplies, and materials for performing detailed cleaning and disinfecting…”

*Please refer to Section C and Section G of the SOW.

Q: Will there be any disinfecting, cleaning or vacuuming required for the carpets?

A: No. There is no carpet disinfecting, cleaning or vacuuming being requested under this contract.

Q: How does the security and escorting process work, once selected for the contract?

A: If you are awarded the contract, you will submit the names (and other additional information) for each individual that will be providing services under this contract. Our Security department will run the appropriate background checks.

Per the SOW: “All contracted individuals must receive a favorable suitability adjudication from FEMA prior to beginning work under this contract.”

Contracted individuals will be escorted by a FEMA Facilities or Security employee while performing work under this contract.

Q: Are all sites required to be serviced on Wednesdays?

A: Yes. All FEMA facilities presented during today’s site visit, with the exception of the Closeout Center in Bldg 20, will be included in the base contract for Wednesday services. The Closeout Center in Bldg 20 should be priced separately as an optional line item.

*Please refer to the Instructions to Offerors – Award Structure and the Pricing Worksheet.

Q: Do both the inside/inward facing doorknob, and outside/outward facing doorknob need to be disinfected?

A: If the door is open, both sides of the doorknob need to be disinfected. If the door is closed, only the outward facing doorknob needs to be disinfected.

Q: What if there are items and/or papers located on the areas that need to be cleaned?

A: Any items and/or papers should be lifted to clean the surface area underneath.

*Please note this is subject to change. The FEMA employee/Contracting Officer Representative (COR) escorting the contracted individuals, will provide direction if there are areas or events that would preclude the movement of items and/or paperwork during a specific service date.
