INSTRUCTIONS TO OFFERORS

The Government anticipates a single award, to one (1) responsible, responsive offeror for the commercial items/services listed within this solicitation. The Government intends to issue a Firm Fixed Price Purchase Order (PO), resulting from this solicitation.

Award decision will be made using the ‘best value’ Lowest Price Technically Acceptable (LPTA), source selection process Tradeoff process, based on both price and non-price factors. A tradeoff process is appropriate when it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards of non-cost factors.

Failure to include all required information, in detail, may be caused to find an offeror’s bid non-responsive.

The Government intends to evaluate proposals without exchanges to offerors (except clarifications).

However, the Government reserves the right to conduct exchanges with offerors, if determined by the Contracting Officer to be necessary, after receipt of any proposal. The Government reserves the right to make no award at all as a result of this solicitation.

Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer

All offerors must possess an ‘active’ System for Award Management (SAM) registration at the time of proposal submission. The offerors DUNS number must list within the proposal.

Offerors shall submit a quote that is legible and comprehensive enough to provide the basis for a sound evaluation by the Government. Information provided shall be precise, factual, and complete. Legibility, clarity, completeness, and responsiveness are of the utmost importance. Quotes shall be in the form prescribed by, and shall contain a response to, each of the areas identified. Any quote that does not provide, as a minimum, that which is required in this solicitation may be determined to be substantially incomplete and not warrant any further consideration.

The Service Contract Act (SCA) is applicable to this contract and it includes SCA applicable labor categories. The prices for the indicated 11150 SCA labor categories are based on the U.S.

Department of Labor Wage Determination (WD) Numbers for Jefferson county in the state of Colorado.

The prices offered are based on the preponderance of where work is performed. Wage determination information can be found at https://beta.SAM.gov .

• Wage Determination No.: 2015-5420, Revision No.: 14 https://beta.sam.gov/

IMPORTANCE OF EVALUATION FACTORS

All Non-Price evaluation factors, other than price, when combined, are approximately equal in importance. The Government may elect to accept other than the lowest priced quotation when the perceived benefits of a higher priced quotation merit the additional cost.

All Non-Price evaluation factors, when compared to price, are considered equal in importance.
