About this file
The document is a Certificate Against All Debarment and Suspension form for the McgheeTypson Airport Runway 5R-23L Rehabilitation Project 2 in Alcoa, Tennessee, involving the Federal Aviation Administration (FAA). The certification requires bidders to verify that neither they nor their principals are currently debarred or suspended from participating in federal transactions, and mandates that successful bidders must verify the debarment status of any lower-tier subcontractors exceeding $25,000 by checking the System for Award Management (SAM.gov) website.
The certification process involves collecting debarment verification statements, inserting appropriate clauses in lower-tier contracts, and acknowledging that the FAA may pursue remedies, including suspension and debarment, if a participant fails to disclose exclusion or disqualification status. The document is part of a bid package for a runway rehabilitation project, issued on March 23, 2025, and requires bidders to certify their compliance with federal debarment regulations as part of their proposal submission.

CERTIFICATE AGAINST ALL DEBARMENT AND SUSPENSION B-36
CERTIFICATION AGAINST ALL DEBARMENT AND SUSPENSION
CERTIFICATION OF OFFERER/BIDDER REGARDING DEBARMENT
By submitting a bid/proposal under this solicitation, the bidder or offeror certifies that neither it nor its principals are presently debarred or suspended by any Federal department or agency from participation in this transaction.
CERTIFICATION OF LOWER TIER CONTRACTORS REGARDING DEBARMENT
The successful bidder, by administering each lower tier subcontract that exceeds $25,000 as a
“covered transaction”, must verify each lower tier participant of a “covered transaction” under the project is not presently debarred or otherwise disqualified from participation in this federally assisted project. The successful bidder will accomplish this by:
1. Checking the System for Award Management at website: http://www.sam.gov.
2. Collecting a certification statement similar to the Certification of Offerer /Bidder
Regarding Debarment, above.
3. Inserting a clause or condition in the covered transaction with the lower tier contract.
If the Federal Aviation Administration later determines that a lower tier participant failed to disclose to a higher tier participant that it was excluded or disqualified at the time it entered the covered transaction, the FAA may pursue any available remedies, including suspension and debarment of the non-compliant participant.
Execution of this proposal on the signature portion thereof shall constitute also signature of this certification as permitted by Title 28 United States Code, Section 1746.
