This is a pre-bid conference presentation issued by the City of Long Beach Public Works Department for a construction project involving curb and infrastructure repairs at two waterfront locations. The project scope includes joint sealant replacement, concrete spall repair, epoxy injection of cracks, crack sealing, penetrating sealer application, structural steel spot painting, and removal of a solar floral sculpture at the Convention Center Promenade (Specifications B-4840), and concrete coping reconstruction, surface spall repairs, joint sealant installation, and penetrating sealer application at Rainbow Lagoon (Specifications B-4841). The Convention Center Promenade work is scheduled for 85 working days, while Rainbow Lagoon work spans 60 working days across two phases. The mandatory pre-bid conference was held on January 15, 2026, at 11:00 am with an optional job-site walk-through at 12:30 pm. Contractors must submit requests for information by January 27, 2026, at 3:00 pm, with bids due electronically through Long Beach Buys on February 10, 2026, at 3:00 pm. Council award is estimated for May 2026. Attendance at the pre-bid conference is mandatory, requiring contractors to confirm attendance via email to Alma Wagner by 5:00 pm on January 15, 2026, or face bid rejection.
The project requires either a Class A or B contractor license and mandates 10 percent bid security for Division A work and 20 percent self-performance for Division H work. The engineer's estimate is $3 million covering both locations. The project is subject to California prevailing wage rate 2025-2 with weekly certified payroll uploads required in LCPtracker and monthly labor compliance monitoring. A Project Labor Agreement applies, allowing both union and non-union contractors with non-union core workforce permitted at a 1:1 ratio up to 10 employees, requiring a signed Letter of Assent upon award. Local hire goals are set at 40 percent of total hours worked within specified zip codes including Long Beach and Gateway Cities, with apprenticeship goals at 30 percent per craft and disadvantaged/veteran worker goals at 10 percent. Bids must be submitted electronically only through Long Beach Buys, with addendum #1 posted January 12, 2026.
