About this file
This document is an Emergency Purchase Extension for the State of Illinois Central Management Services (CMS) Bureau of Strategic Sourcing (BOSS). The extension is for an emergency Joint Purchase Master Contract (JPMC) for Service Station Fuel Pump Repair Services with vendor Stenstrom Petroleum Services Inc. The original emergency contract term was from 1/5/2022 to 4/4/2022 for $100,000. The extension term is from 4/5/2022 to 10/4/2022 for an additional $400,000. The extension is necessary to prevent disruptions to critical state services, health, safety, and revenue collection due to potential fuel leaks, environmental contamination, and inaccurate fueling records if the fuel pumps malfunction. The original procurement was an emergency, and the extension is justified as a competitive process cannot be completed in time.
The extension will be funded through an existing JPMC available to various state agencies depending on their programmatic needs. An Invitation for Bid is anticipated to be published this spring, with a hopeful contract in place at the beginning of fiscal year 2023. The CPO has determined the emergency extension will expire on July 31, 2022.
