About this file

This is a vendor quote and scope of work from Dynamic Controls Inc. (DCI) to Chester Mental Health for the installation of a Schneider Electric EcoStruxure Automation Server (AS-P) to integrate storage tank monitoring capabilities. The project involves providing and installing a master control panel with the EcoStruxure Automation Server, a power supply, and a 120:24VAC power transformer in an interior mechanical room at Chester Mental Health's facility. DCI will establish communication between its master panel and the new storage tank monitoring system panel provided by United Petroleum Services (Panel EVO 200D) via a CAT 6 communication patch cable. The scope includes programming and HTML 5 graphics to display monitoring points, as well as implementation of EcoStruxure Building Operation (EBO) as the frontend system for storage tank monitoring, alarming, and trending functionality. The proposal was issued on November 21st, 2025, with an expiration date of December 31st, 2025, and is addressed to Tory Dehlin at Chester Mental Health.

The total project cost is $20,060.00. The scope of work explicitly excludes electrical and mechanical contractor responsibilities, the provision and installation of the storage tank monitoring system itself, computer or tablet hardware provision, painting, patching, premium labor time, and material taxes. DCI notes that Chester Mental Health's IT Department must provide a network drop at the new master control panel location, and 120VAC power must be provided by others to the DCI panel. DCI recommends that the storage tank monitoring vendor include a BACnet IP communication card with their system for optimal and secure communication. DCI also mentions the potential for future "Eco Transition" work to convert existing Continuum field controllers to EcoStruxure programming and graphics, which would allow Chester Mental Health to maintain its existing equipment investment while modernizing to Windows 11-compatible systems.

DCI Quote #24329

Date: Nov. 21st, 2025

Proposal Expiration: Dec. 31st, 2025

To: Chester Mental Health

Attn: Mr. Tory Dehlin

PROJECT: Storage Tank Monitoring – EcoStruxure Automation Server Install

Price: $20,060.00

Summary:

Tory, Thank you for reaching out to DCI and going over the options to bring in the monitoring points from the storage tanks. Per our discussion, this proposal is to provide and install a Schneider Electric EcoStruxure

Automation Server (AS-P). EcoStruxure is the modern Building Automation System (BAS) by Schneider

Electric that replaced the now obsolete Continuum BAS.

The intent of this proposal is to use the AS-P as a communication hub to pull in the monitoring points from the replacement storage tank monitoring system and display in graphical form on a new EcoStruxure Frontend.

We will import alarming notifications from the replacement storage tank monitoring system and display them on the EcoStruxure frontend. We will also set up trending, so you are able to download data captured over a period of time and download/save for the required regulations.

EcoStruxure can pull in data points through BACnet IP, BACnet MS/TP or Modbus. For the best and most secure communication, we prefer BACnet IP. Please advise your storage tank monitoring vendor to include a

BACnet IP communication card with their system.

A secondary benefit of having an AS-P Panel installed within Chester Mental Health is, if you choose, convert the existing Continuum field controllers to EcoStruxure programming and graphics. This is known as performing an Eco Transition. An Eco Transition allows Customers with a substantial number of existing

Continuum controllers to keep their original investment, and at the same time, have a modern Frontend that will run on Windows 11 and beyond computer(s). Then, as budget allows, replace portions of the existing

Continuum field controllers on your schedule. If Chester Mental Health is interested in learning more, we are happy to discuss, provide a scope of work and cost to perform an Eco Transition.

Scope of Work:

Storage Tank Monitoring Integration:

• We will provide and install (1) Master Control Panel with the following devices:

o (1) Schneider Electric EcoStruxure Automation Server o (1) Schneider Electric AS-P Power Supply o (1) 120:24VAC Power Transformer o It is our understanding that the new storage tank monitoring system panel will be installed in an interior mechanical room of Chester Mental Health. We will install our Master Panel next to their panel and run a CAT 6 communication patch cable between for the integration.

▪ Fuel Panel provided by United Petroleum Services (Panel EVO 200D) o Please note: bringing 120VAC power to the new Master Panel is not included in this scope of work.

o Please note: Chester Mental Health IT Dept. will need to provide a network drop at the new

Master Control Panel.

• We are providing programming and HTML 5 graphics to display the monitoring points.

• We are providing EcoStruxure Building Operation (EBO) as the Frontend.

o Please note: At this time, EBO will be for the Storage Tank monitoring points, alarming, and trending only.

Exclusions:

• All work and materials normally considered to be the responsibility of the site Electrical Contractor will be excluded (Including, but not limited to, VFD’s, starters, disconnects, line voltage, and power wiring.

120v power to be provided by others to DCI panel, DCI will provide transformer to step down to 24v).

• All work and materials normally considered to be the responsibility of the site Mechanical Contractor will be excluded (Including, but not limited to, installation of control valves, dampers, temperature wells).

• Providing or installing the storage tank monitoring system.

• Replacing or repairing existing BAS System.

• Providing Computers or Tablets.

• Any necessary painting and patching.
