Project Manual Summary

This document is a Project Manual prepared by Hurst-Rosche, Inc. for the Illinois Department of Natural Resources (IDNR) regarding repair and improvements to Post Oak Trail Phase III in Union County, Illinois at Giant City State Park. The project (IDNR Project #5-24-019) involves replacement of three existing pedestrian bridges and one viewing deck as the base bid, with Alternate Bid No. 1 including improvements to the existing parking area through demolition of a sandstone floor and replacement with aggregate and asphalt. The Owner will continue operations during construction, and the Contractor is prepared to allow construction to begin immediately. The manual establishes comprehensive technical specifications organized into 32 divisions covering procurement, existing conditions, concrete work, metal fabrications, wood carpentry, paints and coatings, soils management, excavation, rock removal, fill operations, erosion controls, aggregates, landscape grading, and seeding. Construction work shall be performed during normal business hours unless approved in advance, with the Contractor responsible for providing temporary barriers, maintaining fencing at six feet minimum height, managing staging areas to avoid restricting park access, and restoring all areas to original condition upon completion.

The project manual specifies detailed quality assurance requirements, testing procedures, material standards compliant with ASTM and IDOT specifications, and comprehensive field quality control protocols including concrete strength testing, compaction verification, and inspection procedures. Submittal requirements mandate submission of shop drawings, product data, and samples within five business days of the pre-construction meeting, with the Architect reviewing submittals within ten business days. The Contractor is responsible for all costs associated with construction aids, temporary facilities, waste removal, final cleaning, and restoration of the site. Payment terms follow standard construction practices with applications for progress payments and final payment contingent upon completion of punch list items and submission of as-built drawings, warranties, and releases of liens from all subcontractors and suppliers.
