About this file
This document is a Question and Answer (Q&A) file related to a formal Request for Proposal (RFP) issued by the Nevada Department of Public Safety/Records, Communication and Compliance Division (RCCD) for a disposition retrieval vendor. The RFP seeks a vendor to retrieve and enter criminal dispositions from Nevada courts, focusing on the high-volume courts in Clark and Washoe Counties. The vendor will be required to retrieve the dispositions, which include the arresting agency, name, date of arrest, literal charge description, and agency OCA, and enter them into the state's computerized criminal history program at the RCCD building in Carson City. The RFP estimates approximately 84,000 dispositions per year, requiring 6 terminals, though RCCD may only have space for 4 terminals. The vendor will not be granted remote access, and RCCD will be undergoing a CCH system upgrade, so the vendor will not begin entering dispositions until the upgrade is complete.
The Q&A addresses various pricing and cost considerations, including the ability to pass through court fees, provide pricing adjustments based on the age of the records, and structure the pricing proposal. RCCD is open to alternative pricing approaches proposed by the vendors. The Q&A also covers technical aspects, such as the methods of obtaining dispositions and the information required to be entered.

| QUESTION_NBR | CREATED_BY | QUESTION_SUBJECT | QUESTION_TEXT | ANSWER_TEXT |
| 1 | AMEREDI5 | Receipt of requests | How will the requests for missing disposition be received? Will they be by arrest date with charge, case number, other/some combination of this information? | An Excel spreadsheet will be provided that includes the arresting agency, name, date of arrest, literal charge description, and agency OCA. |
| 2 | AMEREDI5 | Area of requests | Are there particular courts that this might be heavy in? For example, weâ??re aware that Lander, Mineral, and Pershing District Courts are currently in a scanning project thatâ??s impacting all records prior to 2019, so documents simply might not be available until that project has been completed. | The heaviest courts are in Clark and Washoe Counties. |
| 3 | AMEREDI5 | Costs Incurred | Since the courts charge search fee and copy costs to obtain records, how will these be accounted for in this process? | The costs incurred can be added to the cost per disposition by utilizing the highest estimated average cost that the courts can charge. |
| 4 | AMEREDI5 | Technical Resources | With dispositions being entered on-site in Carson City, what are the restrictions on how the information from the court can be obtained/brought into the building? I.e. will they have to be physical documents, or would an internet connection to a secure site with PDF versions of documents through a separate laptop be possible? | Dispositions can be obtained in several ways. Fax, email, secure internet court site, etc. |
| 5 | AMEREDI5 | Scope of requests | What/how much information is to be entered on location? Is this dispositions only, or dispositions with final charges, sentencing, and closure? Is it based on what is available? | The requirements for disposition entry are: PCN, charge to be entered by use of Nevada Offense Code, disposition code (plg, dismissed, denied, etc.), dispo date, court ORI, Case#, sentence date if guilty, sentencing information. |
| 6 | AMEREDI5 | Hardware Availability | At 84,000 dispositions in a year, weâ??re looking at 7,000 a month, 320 per workday, 40 an hour â?? independent of time involved in retrieving the dispositions. How many terminals would be available to enter this data? | The standard rate for disposition entry per hour is 15 (approximately 109 per person per day at 7.50 hurs per day) and it can vary. With a target of 7,000 dispositions per month, six terminals would be needed. Realistically, RCCD may have room for only four terminals. Terminal space can also be evaluated on an as needed basis. |
| 7 | INQUIRIES | Disposition Data Entry | Retrieved dispositions shall be entered into the state computerized criminal history program from the Department of Public Safety Records, Communications and Compliance building in Carson City, NV. |
Will the State be entering the dispositions if they must be entered from that specific location?
| If the vendor is required to enter the dispositions, would consideration be given for remote access, for approved personnel of the contractor (i.e. VPN or remote desktops)? | RCCD would prefer that retrieved dispositions are entered by the vendor, but only within the building. RCCD is going through an upgrade to it's CCH system at this time, and vendors would not be entering dispositions until the upgrade is complete. RCCD will not be granting remote access. | ||||
| 8 | INQUIRIES | Pricing / Cost | Due to significant cost differences in the Nevada court systems, when retrieving records by year, would the state consider adding additional levels of screening timelines and further breaking down the year? It would be to the best benefit of the state as each year has an additional cost. An additional suggestion would be a price for cases where the arrest is within the last 10 years and subsequent levels or allowance for pricing adjustment for each year over 10. | Yes, both of your sugestions can be considered. | |
| 9 | INQUIRIES | Pricing / Cost | Many courts in Nevada require court costs for records. Would it be possible to get an additional line item for those to be passed through so that it is not rolled into the pricing, in turn being a direct cost added only when required. This would be more financially beneficial to the State. | Yes, an additional line item can be addded for courts that require a fee for providing records. | |
| 10 | INQUIRIES | Pricing / Cost Description | Are there descriptions of each cost line item used within the RFP or is it acceptable for the vendor to describe what is included within each line item when submitting their proposal. | It is acceptable for the vendor to describe what is included within each line item. | |
| 11 | INQUIRIES | Pricing | Would an alternate price proposal structure be considered? | Yes, it can be considered |
