About this file

This is a Questions & Answers document issued by Southern Crescent Technical College in Georgia for an electronic Request for Quotes (eRFQ) regarding lawn and grounds maintenance services. The Technical College System of Georgia on behalf of Southern Crescent Technical College seeks to establish an agency contract with one qualified bidder to provide comprehensive grounds maintenance services at four locations: Griffin Campus, Griffin Campus Site 2, Griffin Ellis Crossing center, and Henry Shopping Center. The scope of work includes overall grounds maintenance to maintain a clean, attractive, and well-groomed appearance at all exterior areas of the properties. A mandatory pre-bid conference was scheduled for September 9, 2021, at 10:00 AM EST via Cisco Webex. The contract services encompass lawn care, retention pond maintenance (once quarterly with continued maintenance between cuts), pruning and trimming of shrubs and groundcover plants throughout the year to maintain desired shape and character (not limited to two annual prunings), seasonal color plantings at specified spacing of 18 inches on center, and pine straw applications at Griffin Main Campus and Ellis Crossing (2,440 bales annually: 1,220 bales in March and 1,220 bales in September).

The bidder responses clarified that the College does not currently have functional sprinkler irrigation systems in use, and any non-functional systems or repairs would fall outside the contract scope. The contractor is responsible for furnishing all labor, supervision, equipment, tools, fuel, materials (unless provided by the College), insurance, bonding, and other items necessary to perform the work, as well as securing all required licenses and permits. The document includes specific pricing considerations, such as confirming that seasonal color plantings should be priced at 18 inches on center spacing rather than the industry standard 10 inches, and that all pruning and trimming work necessary to maintain plant material throughout the year should be included in the base pricing with no separate billings permitted. The Questions & Answers were posted on September 24, 2021, to both the bid portal and the Georgia Procurement Registry pursuant to the State Purchasing Act.

Bid Questions & Answers

Please find our below questions regarding the above procurement.

• Please state specifically how many times annually each retention pond is to be cut at each site. Typically we see specifications saying once quarterly, once monthly, or once weekly, in the growing season. Once quarterly, then continue to maintain in between the cuts.

• A.1.f) Prune or trim shrubs twice each growing season to keep the natural shape of the individual plant. Shrubs and groundcover plants may need additional pruning/trimming to encourage lateral growth (at direction of Owner’s representative).

• In Georgia, two annual prunings are not typically adequate to keep ornamental plantings in their natural or desired shape. Are we to include two prunings only in our pricing and any pruning beyond these two occurrences is to be billed separately, or are we to include an industry standard pruning program to ensure all plant material stays in its intended character and boundaries? Pruning/Trimming will need to occur throughout the year to maintain desired shape, not just two per year. Your pricing should include standard pruning program that ensure all plant materials stay in intended character and boundaries. No separate billings.

• C.1.a){1} Seasonal Color - (1) Spring Annual Rotation: size is 4-inch pot, spacing is 18 inches o.c.

o Industry standard is typically 10” O.C. for spring annual installation. Should we price 18” o.c. or 10” o.c.? 18” O.C.

• Please provide irrigation zone counts for each site and confirm which of the locations have irrigation systems. For these areas we (the college) do not have sprinkler system that are being used. Any non functional systems or repairs would be outside this contract.

• Please provide pine straw bale counts for each location that you would like included annually. Griffin Main Campus & Ellis Crossing: (March) 1220 bales +

(September) 1220 bales = 2440 bales.

Qty. to maintain 3” layer monthly = ???

• Please outline the boundaries for Griffin Campus Former Fire Station & Roadside (Part of site #1 map) that are to be priced separately from the main campus.
