About this file
This document is a Questions and Responses file for an Executive Office of the President (EOP) Request for Information (RFI) seeking an open-source Customer Relationship Management (CRM) solution. The government is planning an on-premises CRM system with specific requirements including air-gapped security, mobile device access via PITC, and encryption key management. The initial deployment will target 4 teams with an expected user base of 50 in the pilot phase, scaling up to 300 users post-pilot. Respondents are asked to propose hardware requirements, potential source system integrations, and consider that the solution must meet specific security compliance standards to be determined in the future RFP.
Key submission details include a December 5, 2025, 11:00 AM ET response deadline, with submissions sent to Leonardo.I.Acevedo@oa.eop.gov and Franky.M.Awuvey@oa.eop.gov. The RFI specifies a 4-page response limit, emphasizes this is a new requirement with no incumbent, and indicates that set-asides will be considered. The government has not disclosed the contract value and does not intend to specify a particular CRM platform, instead seeking vendor recommendations for an on-premises solution that can support mobile access, integrate with potential source systems, and meet the organization's specific security and operational needs.

Questions and Responses, current as of December 4, 2025.
1. Would you kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details?
a. This is a new requirement, no present incumbent.
2. What will be the contract value for this opportunity?
a. This will not be disclosed.
3. Are there any set-aside considerations for this opportunity?
a. Set asides will be considered.
4. The RFI indicates that the solution should be air-gapped, but elsewhere notes that it should allow mobile devices to connect to the system “from anywhere.” Those two features are in conflict with one another, so we were hoping for clarity.
a. The solution should not connect to the “open” internet. Access will be via PITC and be enabled for entitled mobile users, with EOP generated/supplied encryption keys and PKI certificates which are maintained on-prem. Mobile access is a validated core need.
5. Would the government please confirm how many users you expect to be using the CRM system? For instance, roughly how many people does EOP have managing requests, etc.
a. The plan is for 4 teams to participate in the early release phase (OPL Business/Political, IGA, and OLA). Since we don’t know what type of licensing will be invoked (named users, seat licenses, server licenses, enterprise) it’s probably safe to say 50 users for initial pilot and scale up to 300 post pilot
6. Are there any preferred technologies or platforms for the CRM solution?
a. Government does not intend to spec the solution platform.
7. Will the Government provide hardware specifications for on-premises deployment, or should vendors propose them?
a. Respondents should suggest the recommended hardware requirements needed for their solution and government will evaluate.
8. Could you clarify which source systems the CRM must integrate with?
a. The CRM system the Government would seek to deploy an on-premise solution that could potentially integrate with either cloud or on-premise source systems. That is to be determined from our discovery phase. If Respondents have a solution with out of the box integrations, then please provide that information in response for the RFI.
9. Are there any specific security compliance standards (e.g., FISMA, FedRAMP) that the solution must meet?
a. The Government has a specific security compliance that would be provided in the RFP. This will be on-prem solution, FedRAMP should not be applicable. EOP does not have specific GFI to provide around FISMA, solution compliance would be determined as part of the solution evaluation and Government’s ATO process.
10. How will data migration from existing systems be handled? Will sample data be provided?
a. Government will determine that when the design and planning phase of the project commences. Yes, the Government can provide some sample data at that time.
11. For bulk upload, is there a preferred file format or template beyond CSV?
a. No preference at this time.
12. Should the solution support mobile access in the air-gapped environment? Response Format The RFI specifies a 4-page limit for responses. If our submission exceeds this limit, will additional pages be considered, or must everything strictly fit within the 4 pages?
a. Yes, everything should fit on the 4-page limit for responses. The solution should support mobile access. The Government phones can connect into the Government’s network and would be able to access the CRM solution.
13. Does the organization currently have Microsoft Office suite integrated into their teams? If So, is it GCC High?
a. My understanding is that MS Office GCC High is for cloud-solutions and we are seeking an on-prem solution. If the vendor solution requires use of GCC High they should specify this.
14. Does the CRM need to handle bulk emailing or is it strictly essential data management?
a. Emailing (bulk or otherwise) was not expressed as a s business need for the solution, this work would be handled via existing EOP email systems.
