About this file
This Questions and Answers document addresses clarifications for the Illinois Secretary of State's janitorial services solicitation (27-350SOS-PROP3-B-54633 / 27PM023008) at the Taylorville Driver Services Facility in Taylorville, Illinois. The solicitation requests janitorial services three days per week at the 1,650-square-foot facility located at 1400 E Park, with bids due October 26, 2026. The scope of work includes daily restroom sanitation, disinfection of high-touch surfaces, floor maintenance, and trash removal, along with monthly deep-cleaning tasks such as floor buffing and polishing, window washing, and fixture cleaning. Semi-annual and annual requirements encompass floor stripping and waxing, mat shampooing, light diffuser cleaning, and carpet shampooing. The contract term runs from July 1, 2028, through June 30, 2030, with an option for the State to renew for up to two additional years under the same terms and conditions.
The Q&A document clarifies that stripping and waxing requirements apply specifically to VCT tile, linoleum, terrazzo, rubber, and similar plastic-based flooring found throughout the facility (main lobby, waiting area, hallway, breakroom, and restrooms), while alternative floor maintenance procedures such as routine mopping only are appropriate for luxury vinyl plank (LVP) flooring if present. The vendor must supply all cleaning materials, chemicals, and equipment; maintain facility keys and keycode access; and operate the security system during after-hours service. Prevailing wage requirements under Illinois Department of Labor standards apply to all janitorial personnel, and vendors must comply with Standard Illinois Certifications including civil rights requirements and ethics training. The contractor must maintain general commercial liability insurance of $1 million per occurrence with $2 million annual aggregate, auto liability insurance of $1 million per occurrence, and workers' compensation insurance as required by law. Compensation is structured as a set monthly rate established by the State based on firm pricing submitted by the vendor. Contact for inquiries is Chelsie Norris-Martin at cnorris-martin@ilsos.gov.

1. The agency's Q&A identifies VCT flooring in several areas. However, during an on-site walkthrough, our prospective service provider identified the existing flooring as luxury vinyl plank (LVP), which typically does not require traditional stripping and waxing. Could you please confirm whether the semiannual stripping and five-coat waxing requirements apply to the existing flooring, or whether an alternative floor maintenance procedure is appropriate? For this particular type of flooring, only routine mopping is required. Stripping and waxing apply specifically to VCT tile, linoleum, terrazzo, rubber, and similar plastic‑based flooring.
