About this file
This document is a Questions & Answers Set #1 for Request for Proposals (RFP) #6098 issued by the Oregon Health Authority (OHA) for COFA Language and Culture Subject Matter Experts. The RFP seeks 2-5 individual consultants to provide language and cultural expertise for migrants from Compacts of Free Association (COFA) nations residing in Oregon. The proposal is due on July 23, 2025, at 5:00 PM Pacific Time, with an anticipated contract term from July 1, 2025, through June 30, 2027, and potential renewals up to a maximum of 4 years. The document clarifies key details about the contract, including that Key Persons can work remotely from states other than Oregon, can divide the 0.5 FTE (20 hours per week) among multiple persons, and are not required to follow a fixed work schedule, though some live services may be requested during normal business hours.
The Questions & Answers Set addresses potential conflicts of interest, proposal formatting, and clarifies that OHA anticipates no issues with community organizations compensating consultants to perform the work. The total combined budget for all contracts will not exceed $450,000 for the entire contract term, with an estimated hourly rate of $40 and a maximum not-to-exceed amount of $83,200 per consultant. Proposers must demonstrate lived experience with COFA nations or have at least 5 years of experience working with COFA migrant populations. The procurement encourages business inclusion and diversity, specifically seeking participation from certified small businesses, including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. The contract will be funded through federal funds and conducted through OregonBuys under Bid # S-44300-00013107.

However, the Key Persons may not perform services outside the boundaries of the United States and that requirement has been added to the Statement of Work, as stated in Addendum #1 to RFP 6098 – which will be posted on OregonBuys on this page: S-44300-00013107 .
