This document contains Questions and Answers related to Request for Proposal S-10000-00009999 for Oregon Refugee Children Assistance Services (ORCAS) issued by the Oregon Department of Human Services, Office of Self-Sufficiency Programs. The RFP is seeking proposals from qualified providers who can deliver services across various service areas in the state of Oregon. Key details include the submission requirements for attachments such as resumes, technical proposals, references, and budget templates. The RFP also clarifies that services can be provided through in-person, virtual, or hybrid models across the entire service area.

The RFP defines "client firms" as those with whom the proposer has had a contractual relationship, and specifies that letters of support from collaborating community-based organizations will be counted towards the 20-page limit for the technical proposal. July 12, 2024

Question: (3.2.2 Key Persons and Their Resumes, Attachment B). On page 18 it states, “The summary and resumes shall be submitted with the Technical Proposal”; however, on OregonBuys, under Attachments, there is a separate upload for Attachment B.

Should Attachment B and C be combined, or can they be uploaded separately?

Answer: The attachments should be uploaded separately on OregonBuys.

Question: (3.2.3 Technical Proposal, Attachment C) We understand that a proposal is required for each Service Area an organization would like to be considered (page 18). What encompasses the Proposal? Is it the entire application including all supporting Attachments (A-H)?

if so, how distinct should our applications for each Service Area be?

For example, should we have different references for each Proposal, or can the same references be attached with different Proposals?

Answer: Per RFP Section 3.1.1, “Proposal Submissions”, each Service Area Proposal shall include:

Attachment A Information and Certification Sheet (Attachment provided Attachment B, Key Persons and their Resumes (Attachment created by Proposer) Attachment C Technical Proposal (Attachment created by Proposer) Attachment D Reference Check Form (Attachment provided Attachment E Budget Template (Attachment provided) Attachment F Responsibility Inquiry (Attachment provided) Attachment G Certified Disadvantaged Business Outreach Plan (Attachment provided) Attachment H Disclosure Exemption Affidavit (Attachment provided

– only needed if declaring exemption to Public Records Request)

Proposer should use their best judgement in determining the information that needs to be provided for each of the attachments for a particular service area.

Question: (3.2.4 References, Attachment D) Proposals require three references from current or former client firms (page 18). For the purposes of this application, how are “client firms” defined?

Funders we have worked with, or CBO partners?

Answer: Client Firms are those who the Proposer has had a contractual relationship with.

Question: (3.1.2 Proposal Page Limits) Our Proposal will include a critical partnership with another CBO. We will write about the partnership in the Technical Proposal, but should we include anything specific from the prospective partner providing the partnership elsewhere in the application? Do we need to submit letters of support or letters of partnerships from other CBOs that will collaborate with us in the project? If yes, would these letters be counted in the 20-page limit of Technical Proposal (page 16)?

Answer: Writing about the partnership in the Technical Proposal is sufficient, however if the Proposer decides to voluntarily include a letter of support in their submission, it will be counted in the 20-page limit.

Question: (1.1 Introduction – Service Area) Please clarify: We provide services in Deschutes, Crook, and Metolius counties, which fall into the Service Area 5.

Answer: Service Area 5 encompasses all of the counties not mentioned in Service Areas 1 through 4. Any Proposals submitted for Service Area 5 will be required to provide services for the entire Service Area, not just a portion.

Question: (1.1 Introduction – Virtual Services) Please clarify: A hybrid of in-person and virtual services can be provided in the Service Areas. This will not breach the rules of the RFP.

Answer: Yes, this is correct, services may be in-person, virtual, or hybrid throughout an entire Service Area.
