About this file

This document is a Questions and Answers file for a USDA solicitation [1232SA26Q0016] regarding hay procurement.

The Government requires the full stated tonnage of alfalfa hay as specified and will not accept reduced quantities. Regarding bale specifications, while the solicitation calls for round, net-wrapped bales between 1,200 and 1,500 pounds, the Government can accommodate bales in the 1,600 to 1,700 pound range, though bales of this larger size are harder on their equipment and are not preferred. The hay will not be used in Alaska. Quoters must submit electronic quotes via email to winston.buchanan@usda.gov in either Microsoft Word or Adobe PDF format. Cover pages must be prepared on company letterhead and include the solicitation number, quoter's name, address, SAM Unique Entity ID number, telephone number, email address, and a statement specifying agreement with all terms, conditions, and provisions in the solicitation. Regarding FAR and AGAR clauses, quoters must acknowledge and understand that all checked clauses and provisions identified in the solicitation are applicable to any awarded contract, and Representations and Certifications should be available in SAM.gov for reference if the quoter is registered.

Questions and Answers

Question 1. I am writing to ask whether the stated hay tonnage requirement is flexible.

We have sourced a local farmer who currently has approximately 500 tons of hay available for the season, and we would like to confirm whether this quantity would be acceptable to meet the Government’s needs, or if the full stated tonnage is required.

Answer Full stated tonnage in the specification is required.

Question 2. I saw the solicitation [1232SA26Q0016] on Sam. I have a question about the round, net-wrapped bales only between 1200lbs.-1500lbs.

If the pounds availability is 1600lbs - 1700lbs would that still be fine?

Answer We can handle bales in the 1600 to 1700 lb. range; however, bales of this size are hard on our equipment. So, we would prefer bales that meet the 1200 to 1500 lbs.

as noted in the specifications.

Question 3. Will the Alf hay be used in Alaska?

Answer No

Question 4 How would you like the quote submitted?
