Questions and Answers SP450024R0011 Africa

Q1.The PWS refers mainly to Djibouti, Niger, and Cameroon, but the list with the locations shows Kenya instead of Cameroon. From the news of the last few weeks, we know that Niger is closed, or must be closed soon.
a.Please make a clear statement on Niger. = US Forces will be departing from Niger.
b.Is Kenya or Cameroon a main location? = Kenya is main location – with possibly 2 a year and Cameroon – not a main location
Q2.How often do the removals take place in:
a.Djibouti= 2-3 per year
b.Kenya / Cameroon = Kenya – 2 per year. Cameroon – 0 or 1 per year.
Q3.In the meantime, there are also disposal facilities in Africa that fulfill the requirements as qualified companies. However, the price list does not include domestic disposal options with cheaper transportation. Please add in-country options for Kenya and Cameroon.

a. This is addressed in Section 1.6.2. Unit prices are to be based on in-county disposal options, to include transportation for these in-country options. Any costs associated with export should be addressed with the export transportation charge CLINs.

****Please note that the attached revised PWS includes a revised list of main locations, as well as the revised Basel Notification Section, 1.1.3. Please include the Basel Notification Tracker when your office is completed with it.

Q4. Offerors are responsible for ensuring their references submit PPI questionnaires directly to the point of contact listed in the solicitation for submittal of offers; the Government will not be contacting references to obtain a questionnaire/survey on behalf of the offeror.

Is there a deadline to which the references are supposed to send the PPI questionnaires?

a. Yes, at the time offers are due.

Q5. To be eligible for installation access, Contractors and subcontractors at all tiers are required to register for installation access in the Joint Contingency Contracting System (JCCS).

For the registration of the JCCS, what if the contractor’s HQ is located in the US since it’s stating if you’re situated in the US and want to perform in Africa there’s no need for registration. Will this eliminate us for eligibility for a reward?

a. No Q6. Can one company register in each HN and offer the services in the 3 specified countries (HN) of performance, or the contractor is supposed to source for companies already registered in the HN?

a. Please see PWS section 5.0 QUALIFIED FACILITIES AND TRANSPORTERS LISTS (QFL/QTL)
