About this file

This document is a Technical Proposal for a federal contract opportunity to transport, dispose, recycle, and account for hazardous waste/material in Africa. The Technical Proposal consists of a Management Plan and a Disposal and Transportation Plan. The Management Plan outlines the offeror's technical approach, including obtaining consents, authorization to conduct business, and identifying in-country disposal options. The Disposal and Transportation Plan requires the offeror to identify all proposed transportation, storage, and disposal facilities, submit facility and transporter profile sheets, and provide facility permits/licenses. Award will be based on the offeror's Disposal Plan, Management Plan, Past Performance, and Price, with the Disposal Plan and Management Plan being significantly more important than Price. The federal contract opportunity is a Request for Proposal (RFP) for the removal, transportation, and disposal of government-generated hazardous and non-hazardous wastes located on military installations in and around Africa, with a 30-month base period and 30-month option period.

1. TECHNICAL PROPOSAL - AFRICA CONTINENTAL

1.1 The technical proposal consists of two plans, a Management Plan and a Disposal and Transportation Plan.

1.2 Format: The Offeror shall submit documentation subject to the requirements in this provision by email in response to this solicitation. The Technical Proposal shall begin with and adhere to the following:

1.2.1 Company Name: The company name shall appear on the title page only. All other references to the company name shall be removed from the Technical Proposal.

1.2.2 Title Page: “Technical Proposal”. The title page of each technical proposal plan shall include the solicitation number of the Request for Proposal (RFP); the company name of the Offeror; and the Offerors’ position regarding disclosure of proprietary or similar proposal data.

1.2.3 The Technical Proposal will consist of two volumes, Volume I - Management Plan and Volume II - Disposal and Transportation Plan.

2. Management Plan.

2.1 In the Management Plan, the Offeror must explain the technical approach(es) that will be used to transport, dispose, recycle, demilitarize if necessary, and account of hazardous waste/material sent for ultimate disposal. The Offeror shall describe the processes, methods, facilities, equipment, tools and/or technique(s), training, and logistics associated with the proposed approach that will be utilized in the performance of this contract. The documentation submitted shall be in sufficient detail to demonstrate the Offerors’ understanding of the scope of the work effort required and the degree of difficulty involved. This plan is best demonstrated through an explanation that lists each element, timelines, milestones, and resources required. To help Offerors prepare this portion of their proposal, relevant Information taken from the performance work statement have been included below. This information is provided as guidance and may not be all-inclusive; the Offeror is ultimately responsible for ensuring its proposal is fully responsive to all solicitation requirements.

2.2 Describe the plan for obtaining consents under the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes for each Host Nation (HN) listed in the PWS including identifying the transit and import countries where waste will be disposed of. Identify the competent authorities for each country for export, import and transit consents.

2.3 Explain the strategy to obtain authorization to conduct business within the Host Nation or provide the name of the proposed subcontractor that is authorized to conduct business within the Host Nation.

2.4 Describe your plan to find possible in-country disposal options for countries included in this requirement. Comment by Solovey, Bernard (Bernie) JR CIV DLA DISPOSITION SERVICES (USA): With a big focus on moving to in-country disposal I recommend you have them address how they would look for disposal firms if we want in-country disposal. I suggest you consult with Suzy Rohrs on wording of what she would want them to look at when looking for in-country disposal to add into here. It could be things like looking at the HN regulatory environment and permitting system.

2.5 Describe your plan to review and follow HN regulatory environment and permitting system.

2.6 Other. Provide any other information the Offeror believes is necessary in explaining the successful completion of this contract related to requirements, schedule, etc.

3. Disposal and Transportation Plan

3.1 The Offeror must identify all proposed transportation, storage, and disposal facilities (TSDF) they will use if awarded the contract and specify the contract line items (CLINs) the proposed facility or facilities will dispose of. 3.4 Facility Permits/Licenses information is not required if the TSDF is already on the approved qualified facilities list (QFLhttps://www.dla.mil/DispositionServices/Offers/Disposal/HazardousWaste/HazWasteDisposal.aspx. Comment by Solovey, Bernard (Bernie) JR CIV DLA DISPOSITION SERVICES (USA): Recommend that you still require them to identify who they will use for the profile sheets to show they have TSDFs and Transporters assigned for all CLINs.

3.2 The Offeror will submit a transporter profile sheet for each transporter planned to move waste from U. S. Government locations to TSDFs. Facility and Transporter Profile Sheets are listed in Attachment 1. https://www.dla.mil/DispositionServices/Offers/Disposal/HazardousWaste/HazWasteDisposal.aspx

3.3 Facility Profile Sheet. A Facility Profile Sheet (Attachment 1) must include a description of the treatment processes used at the facility (CLINs) proposed for disposal at each facility.

3.4 Facility Permits/Licenses. Provide a copy of the facility permit or license, which allows treatment, storage, and/or disposal of regulated and non-regulated wastes. The Offeror will also provide an English translation of the permit. If the permit is too large to fully translate, a translated extract may be provided. Both the permit and extract are required; the English extract cannot be substituted for the permit. The extract must include the following:

3.4.1 Name and address of the issuing authority

3.4.2 Processes for which the permit was obtained

3.4.3 Wastes that may be accepted at the facility

3.4.4 Permit expiration date

3.4.5 Telephone number of facility

3.4.6 Disposal, treatment, recycling processes authorized within the permit

3.4.7 Transportation Profile Sheet. A Transportation Profile Sheet (Attachment 1) must be completed for each intended transporter. A single transporter may be used for multiple CLINs as permitted. All contract CLINs must have an identified transporter.

4. Evaluation Process

4.1 Award will be made to the firm with acceptable Disposal Plan and is determined to be the best value among Management Plan, Past Performance, and Price. When combined, Past Performance and Management Plan evaluation factors are significantly more important than Price. Past Performance is equal in importance as Management Plan. An Offeror with an unacceptable Disposal plan for all proposed CLINs will not be eligible for award and will be eliminated from the competition prior to the best value trade-off analysis. Comment by Solovey, Bernard (Bernie) JR CIV DLA DISPOSITION SERVICES (USA): There is no need to say technical since it's clear above the disposal plan and management plan are still separate requirements.

4.2 Evaluation of Technical - Disposal Plan

To be rated as “acceptable,” all CLINs must include:

4.2.1 A completed Facility Profile Sheet (Attachment 1) for each firm that will be performing disposal and/or recycling support, and if required, evidence of valid facility permits and/or licenses or confirmation of permit and/or license applications submitted with expected approval date, for ALL the permit/license-required contract line items in the price schedule.

4.2.2 A completed Transportation Profile Sheet (Attachment 1) for each firm that will be performing transportation support, and evidence of valid transportation permits and/or licenses or confirmation of permit and/or license applications submitted with expected approval date, for ALL the permit/license-required contract line items in the price schedule.

4.3 Evaluation of Management Plan

The U.S. Government will conduct a subjective review of each Management Plan to determine the degree and ability of the offeror to perform.

5. Price Proposal Offerors are required to submit pricing on all CLINs. BASIC AND OPTION PERIOD UNIT PRICING

(a) Offerors are cautioned against offering more than one price, a range of prices, or a split bid with respect to any contract line item and are advised that, for purposes of this procurement, DLA Disposition Services will consider any such method of pricing to be a material deviation from the bid schedule and/or a nonconforming proposal that will be excluded from further consideration. Offerors must list only one price for any individual CLIN in any single contract period. NOTE: Zero ($0.00) unit pricing will NOT be accepted.

(b) Unit prices which exceed two (2) digits right of the decimal will be subject to standard rounding conversion as described below.

(c) Standard Rounding Conversion – Rounding up means to increase the terminating digit by a value of 1 and drop off the digits to the right. If the next place beyond the terminating decimal is greater than or equal to five (5), the number will be rounded up. For example, 5.438 will be rounded up to 5.44. If the number to the right of the terminating decimal place is four or less (4, 3, 2, 1, 0), the number will be rounded down. This is done by leaving the last decimal place as it is given and discarding all digits to its right. For example, 6.734 will be rounded down to 6.73.

5.1 The offer shall ensure all documents submitted are translated in English.
