About this file

This document is a Questions and Answers (Q&A) file for Request for Proposal (RFP) 20*1468 for Large Carcass Removal, involving Michigan Department of Transportation (MDOT) regions including Coloma BO, Grand Rapids TSC, Kalamazoo TSC, and Marshall TSC. The solicitation seeks a contractor to provide deer carcass removal services across multiple geographic areas, with potential for multiple contract awards. The historical data indicates significant carcass removal volumes, with areas like Grand Rapids TSC removing 524 deer in 2018 and Kalamazoo TSC removing 178 deer in October and November 2019.

The Q&A document reveals key operational details, including acceptable equipment specifications such as pickup trucks and dump trailers that meet DOT requirements, and specific signage regulations for safety equipment. Invoicing is to be conducted monthly, with flexibility for emergency situations and route changes. The state appears open to contractor proposals and will evaluate bids based on what is most advantageous, without committing to a single contractor or an "all-or-nothing" award approach. Potential contractors must comply with specific safety regulations, maintain proper signage, and be prepared to communicate promptly with the program manager about route changes or operational challenges.

Q1. How often does the state require invoicing be done?

A1. Invoices are to be submitted monthly (see below from Schedule A) Look in 6.1 Invoice Requirements Q2. If unforeseen circumstances occur which necessitates giving up the contract? Will there be a penalty?

A2. Please review Item # 25 Transition Responsibilities in the Standard Terms and Conditions attachment Q3. Would you consider making this an all or nothing award as splitting it up potentially into 4 separate contracts makes it much more expensive to price out?

A3.: I would prefer one contractor, but we cannot promise that until we see the bids Q4. Equipment we propose to use would be a pickup truck and/or a 16’ dump trailer. Is the dump trailer allowed?

A4. Use of a dump trailer that meets all DOT requirements would be acceptable for Grand Region, Allegan County Q5. Attached is the arrow board that we are proposing to use. It would be mounted on the cab of the truck. We may also be using a dump trailer. Would the arrow need to be mounted on trailer or could it still be mounted on top of truck cab?

A5. The earlier attached boards do not meet the requirements of a type B (60” x 30”) or C (96”x48”) panel if used, could be mounted on trailer or truck cab but would need to remain legible and unobstructed if dump box is raised.

Q6. Will attached Arrows mounted on back rack be acceptable?

A6. See Attachments: These are not Type B or C and would NOT be allowed.
