DES Competitive Solicitation 23723 – Prefabricated and Modular Bridges Questions and Answers Q: Exhibit B-2 – Performance requirements; #3 -Delivery lead time states:

Delivery Lead Time. The State is seeking a Contractor that can deliver needed products in a timely manner and offer alternative solutions when the ordered products are delayed.

To meet minimum acceptable standard [0%]: At a minimum, the bidders must commit to deliver all orders within 30 days of the order receipt for trail bridges and 150 days for vehicle bridges.

Question: Why not 150 days for both trail and vehicular (steel) bridges? 30 days is not a realistic timeframe to complete design and drafting for submittal drawings, purchaser review and approval of submittals, acquisition of any materials not already on hand, fabrication, and shipping of a bridge. Four of the eight options for the Category 2 bridges listed in exhibit C include wood decking. After the approval of submittal drawings, it often takes more than 30 days to obtain custom milled timber packages for wood decks. Can DES consider changing the lead time to at least150 days for each category? 180 days would be more feasible as it is impossible to predict all market factors that contribute to lead times throughout the term of this contract.

A: Delivery lead time has been amended to 150 days for all bridge orders.

Q: Amended Exhibit C, Category -1 Vehicle, Option #3 concrete slab bridge:

Category 1 Vehicle Concrete Slab Bridge 14 Ft Wide X 20 ft length precast concrete slab, 16" concrete curb, precast concrete footing, precast concrete backwall

Question: Why would there be need for a backwall on a slab style of bridge unless the foundation was other than a simple grade beam? Are bidders to assume a pedestal foundation and if so, can DES provide a dimensional description?

A: Removed “precast concrete backwall” from bridge description.
